From the three working groups including the BRICS Five Kingdoms science and technology authorities, the three working groups including the BRICS astronomy, the information and communication technology and the high -performance computing, the marine and the polarity, and the scientific institutes of the BRICS five countries attended the meeting. Representatives of the International Cooperation Department of the Ministry of Science and Technology, the International Cooperation Bureau of the Natural Science Foundation Committee, the First Ocean Research Institute of the Ministry of Natural Resources, and the representatives of Guangzhou University attended the meeting. China ’s 21st Century Agenda Management Center was invited to attend the meeting as a working group in the Ocean and Polar fields of the BRICS countries and reported on the flagship projects of the ocean and polar fields.

After the fourth working group meeting of the BRICS marine and polar fields, the flagship project preparations were carried out since the fourth working group meeting in July 2021. After many rounds of discussions of organizational experts, the BRICS Five Kingdoms agreed to determine the theme of the project "Marine Forecast and Climate Risk". I hope to jointly carry out scientific research on marine process and sea gas interaction. The members of the flagship project are composed of a number of scientific research institutions, enterprises, and non -governmental organizations of the five BRICS countries.

At the meeting, the coordinator of the BRICS Science and Technology Innovation Working Group from Russia first introduced the background and requirements of the flagship project. The funding agencies, policy makers, researchers, and other stakeholders of the BRICS countries exchange opinions on the exchange of flagship projects. All parties agreed and continued to promote the funding and application of the BRICS flagship project. The ocean and polar groups will continue to do a good job of the flagship projects in the art. With the support of the flagship projects, we will solve the common challenges facing the BRICS countries and make contributions to technological progress and social impact.

The BRICS Science and Technology Innovation Framework Plan and the BRICS Science and Technology Innovation Cooperation Project launched in 2016. Since its launch, more than 4,000 research teams from 5 countries have submitted 1,500 project applications. Among them, more than 100 BRICS multilateral cooperation projects have been funded. With the establishment of a long -term mechanism for the outstanding multilateral research projects of the BRICS countries, the BRICS technology innovation funding work group has formulated a new mechanism that supports the flagship project of the BRICS countries. The flagship project focuses on solving global challenges and has important strategic significance for the BRICS countries. Compared with conventional BRICS technology innovation projects, the flagship project has a larger scale and more funding funds, which has impact in science, social, and economical.
