Liang Zhiren: Hong Kong can "become a springboard for Latin American companies to enter the Mainland"
Author:Focus on Latin Time:2022.07.04
On July 1, 1997, Hong Kong got rid of British colonial rule and returned to the arms of the motherland. Looking back on the 25 years, Hong Kong integrated into the magnificent journey of the great rejuvenation of the Chinese nation. On June 28, Mr. Liang Zhiren, the director of the Hong Kong Special Administrative Region Government in Beijing, accepted an interview with the Western Version of "China" magazine today. "".
Mr. Liang Zhiren was interviewed by "China Today"
"China Today": Mr. Liang, the work you mentioned in an interview is mainly to further strengthen the connection and communication between the Hong Kong Special Administrative Region Government and the Central Government, and other provincial and municipal autonomous regions, promote the mainland and Hong Kong in economic and trade culture, etc. Exchanges and cooperation in many categories. Can you introduce what specific work did you and your colleagues in Beijing have done in these aspects since taking office?
Liang Zhiren: I have worked in Beijing for three and a half years. During this period, they were affected by the new crown epidemic. Some activities were not as smooth as the original ideas, but we still tried to promote it with some new methods.
When there is no epidemic, we will do more offline physical activities, such as regular business seminars that promote economic and trade exchanges between the two places. Hong Kong -funded enterprises in Beijing are very concerned about the national macroeconomic development direction, the mainland's labor security, and the five insurance and one gold social security policy. Hong Kong -funded enterprises and mainland experts and scholars face their face -to -face, answering doubts.
The Hong Kong Special Administrative Region Government has five offices in Beijing, Guangdong, Shanghai, Chengdu and Wuhan. The service area of the Beijing Office includes 10 provinces and cities and cities and cities and cities in North China, Northeast and Northwest. We organize various activities in different regions every year, such as a series of exhibitions of Hong Kong Intangible Cultural Heritage Last year. This year, with the 25th anniversary of the return of Hong Kong's return to the motherland, we will hold 9 exhibitions in these regions since July to show the achievements and future plans that have been achieved since the return of Hong Kong. The entire series of exhibitions lasted for several months.
We also go to visit the local government departments to enhance each other's understanding and negotiate cooperation in business, investment, cultural tourism, and finance. We hope that companies in the Mainland will use Hong Kong's business platform to expand their careers overseas and overseas. To this end, we have established an investment promotion group to be responsible for this aspect. At the same time, we have set up liaison places in Tianjin and Shenyang. Understand the needs of the region and provide the required resources.
In April, I was invited to Xinjiang Uygur Autonomous Region. The focus was on to do some investigations in southern Xinjiang. I felt that the development potential of Xinjiang had great potential, and some Hong Kong people invested there. If the epidemic allows, we plan to organize Hong Kong merchants to visit Xinjiang in late August to promote exchanges between the two places and find business opportunities.
Another important aspect is youth exchange. Before the epidemic, we had a very good project to help Hong Kong youths use the winter and summer vacations to learn from the Mainland. They have the opportunity to go to the Palace Museum, the Chinese Academy of Sciences, and the Dunhuang Research Institute. They also go to the 2022 Beijing Winter Olympics Organizing Committee to do some internship projects designed for them. This kind of internship program generally lasts for five or six weeks. Students not only come from Hong Kong, but also students in Macau and Guangdong. They live and work together with mainland staff in the country's best scientific research institutions. Feeling the culture and scientific research atmosphere in the north, there are also the opportunity to enhance each other's understanding, become friends, and greatly help their future career selection and entrepreneurship. It is hoped that after Hong Kong and the Mainland resumed customs clearance, we can strengthen youth exchange activities in the original foundation.
In short, we are willing to play a role of promoter and bridge, bring Hong Kong's resources to the Mainland, and let mainland friends learn more deeply about Hong Kong.

"China Today": This year marks the 25th anniversary of the return of Hong Kong. "One country, two systems" has always been the basic national policy of the central government. What role do you think that the "one country, two systems" played for the development of Hong Kong after the return of Hong Kong? How do people in Hong Kong think of the "one country, two systems" policy?
Liang Zhiren: "One country, two systems" is our basic national policy. Hong Kong has returned for 25 years, and there are different challenges in the middle. Just as soon as they returned in 1997, they encountered the Asian financial turmoil. Then there was a SARS in 2003. In 2008, the global financial crisis. In the past two or three years, the new crown epidemic has also been on Hong Kong. There is a certain impact, but because of the "one country, two systems" and the support of the central government, we can overcome, be able to surpass, and even some crises have become opportunities.
The "one country, two systems" gives Hong Kong a broader development world. We must have a clear understanding of the "one country". "One country" is the original, and the solid can be deep. Just like a big tree, the roots are deep and deeper. I think that in the past, I still did not do well in patriotic education and national conditions. Some of them became shortcomings. This needs to be strengthened in the future. In 2019, the central government gave the Hong Kong Special Administrative Region Government strong support. It soon passed the National Security Law of the Hong Kong District in 2020. It has also improved the Hong Kong election system.
Then we have to "from governing to Xing". After the new SAR government has worked on July 1st, we must strive to promote economic development and improve people's livelihood. Because Hong Kong people's livelihood, such as housing problems, medical care, and so on, it is necessary to continue to improve. The important point of "one country, two systems" is to give Hong Kong a certain degree of freedom, and give play to her advantages as an international financial center, trade center, shipping center, and international law and resolution of dispute service centers. The "Fourteenth Five -Year Plan" outline puts forward a new positioning for Hong Kong. Hong Kong has a new highlight, that is, it is to be built into an international innovation technology center, a Chinese and foreign cultural and art exchange center, an international aviation hub and a regional intellectual property trading center. More room for expansion.
Under the "one country, two systems", Hong Kong can participate in the overall development of the country and take the national development express. Our eyes are no longer limited to Hong Kong, and the development of young people no longer stares at the land with only 7 million people in Hong Kong, which can expand to the Greater Bay Area with at least 86 million people, or even the entire mainland. There are many things you can't do in Hong Kong, you can go to the Mainland to do it.
In fact, there are many lively examples. For example, some young people in Hong Kong are interested in doing fishery and agriculture. They went to Jiangmen, Guangdong to engage in an organic circulating system, called "fish and vegetable symbiosis", and raising fish at the same time. There is no way to do this in Hong Kong. Hong Kong is too small to make a scale.
There are also examples of technological innovation. You may have developed well in the university in Hong Kong. There are 5 universities in Hong Kong ranked among the top 100 in the world. They are good at academic or basic research. However, if you want to apply, you need a environment. Technology, new ideas, can be taken root in commercial purposes.
Therefore, the benefit of "one country, two systems" is to enlarge the advantages of Hong Kong in the Mainland.

"China Today": You can please talk about it again. As a special administrative district in China, how does Hong Kong play its advantageous position and integrate into the overall national strategic development, and in the Guangdong -Hong Kong -Macao Greater Bay Area, Belt and Road Initiative, innovation and entrepreneurship, high -tech development and other fields The contribution force, and at the same time, use the national development trend to find a new path of development?
Liang Zhiren: There are no natural resources in Hong Kong, but there are two relatively large advantages: international connection and talent gathering. Hong Kong is the third largest international financial center, gathered in international first -class talents in the financial industry, insurance industry, and securities banking industry. In terms of legal services, accounting risk management, consulting services, etc., it also has its own advantages.
Of course, the most closely related to us is the Guangdong -Hong Kong -Macao Greater Bay Area. There are 9 cities in Guangdong and a total of 11 cities in Hong Kong, Macau. There are many articles in the middle. Each city has its own advantages. Large energy.
Like the example just now, Hong Kong itself is a better university that can set up branches in the Mainland. At present, the Chinese University of Hong Kong, the University of Science and Technology, and the University of Hong Kong all have the development plan for the Greater Bay Area, and some have already landed. Although Shenzhen also has a good university, there is still a distance from Beijing and Shanghai. Hong Kong can just make up in this regard. Of course, the Greater Bay Area also provides Hong Kong with a broad world of scientific research.
Now, the Hong Kong section of the Guangzhou -Shenzhen -Hong Kong high -speed rail has been opened to traffic, and the Hong Kong -Zhuhai -Macao Bridge has also connected to the west of the Greater Bay Area. We have some innovations in customs clearance. We will implement "one place, two inspections". In the future, we will also "two places and one inspection" to provide convenience for personnel exchanges, element flow, and Hong Kong cars north to make Hong Kong better integrate into the Greater Bay Area. Now that we do a lot of plans, we take the Greater Bay Area as a overall consideration to strengthen the overall strength.
In the governance report of the Chief Executive in October last year, the development direction of the northern metropolitan area was also mentioned. Northern Hong Kong will build an international innovation science and technology center to create a unique metropolitan landscape of "combining, development and conservation of cities and rural areas", and promote the development of scientific and technological development. At the same time, to meet the needs of improved the living environment in the northern region.
Hong Kong has close connections with countries along the Belt and Road, especially Southeast Asia, Northeast Asia, and East Asia. Therefore, we can "fight the ship out of the sea" with mainland companies to use Hong Kong's advantages in law, financing, and risk management.

"China Today": So far, 21 Latin American countries have joined the Belt and Road Initiative. They are along the Maritime Silk Road. Many countries have also set up consulates in Hong Kong and Guangzhou. They are also frequent visits to the Canton Fair. What role do you think that Hong Kong can play in China and Latin's bilateral relations, especially in economic and trade cooperation?
Liang Zhiren: Hong Kong must have a lot of articles, because she is a platform for convenient business. Latin America's business community can use Hong Kong to set up some points in Hong Kong, and then radiate to the Greater Bay Area or other parts of the Mainland.
Hong Kong also has some agreements to promote trade protection with countries in Latin America. For example, a free trade agreement with Chile has signed a free trade agreement ten years ago. Now it is planning to further improve the level of the agreement and improve from goods trade to the service industry.
Hong Kong and Latin American countries such as Mexico and Brazil have good trade results. We also hope to do more publicity in this regard, because Hong Kong can become a springboard in these countries. They can set up a company in Hong Kong and then do procurement through the platform of our Trade Development Bureau. After the epidemic is eased, Hong Kong will be an ideal intermediate point, and it is a good entrance to the mainland of China, especially in South China. In the past, we often cooperated with the Ministry of Commerce to organize some representatives of the Hong Kong business community, as well as government officials to visit countries along the “Belt and Road”. In the past, there were more Central Asia or Europe. In the future, we should go to Latin America more and do some promotion. Hong Kong can play a more active role in the "Belt and Road" construction.
Hong Kong Forbidden City Cultural Museum
"China Today": At present, Hong Kong and the Mainland have cooperated many times in movies, TV series, variety shows and other aspects. How do you watch this cooperation mechanism? What is the role of such cooperation on promoting the integration of Hong Kong and Mainland culture?
Liang Zhiren: Indeed, Hong Kong led a wave of Mainland music and TV series in the 1980s and 1990s. After the return of Hong Kong, many film directors and actors in Hong Kong went to the Mainland to develop, participating in some big productions, and have a broader development space.
I think Hong Kong has a unique cultural color. After integrating into the national family, the characteristics of all parts of the country have become more colorful and wonderful. Hong Kong must retain these cultural characteristics and find opportunities to attract more friends through music, movies, and TV series.
We also need to start our brains and use the new media platform to re -packaged to help young people in the Mainland come to understand the wonderful Hong Kong. Recently, we also cooperate with platforms such as Douyin and Tencent Video to produce a one -minute or two -minute short videos to introduce some interesting places and cultural festivals in Hong Kong. It will tell Hong Kong in a more lively form. In July, we will cooperate with Tencent Video to invite everyone to sing Hong Kong songs through the National K Song APP, and look forward to you to participate.
