Sweden and Finland submitted an application for joining NATO on May 18, which required unanimous consent from 30 member states in NATO. Turkey, a member of NATO, has previously explicitly objected, unless Sweden and Finland agreed to crack down on the Kurdish Workers' Party and their related organizations that have been identified by Turkey as "terrorist organizations".

Stoltenberg said that Turkey is located in the Black Sea between Europe and the Middle East because its strategic location is one of NATO's key allies.
