Russian President Putin signed a decree on June 30 to set up a new company to operate the energy cooperation development project "Sahalin 2". Whether the original foreign investor can continue to hold shares is determined by Russia. In the "Sahalin No. 2" project, the stocks have been consistent with Japan, which has been consistent with the United States and Europe in the process of upgrading the situation in Russia and Ukraine.
According to the Kyodo News Agency, some Japanese government people said that there must be an unprecedented sense of tension to respond to the issue of natural gas imports. The Japanese Prime Minister Kishida Tato said on July 1 that he was considering how to deal with relevant companies, and he also emphasized that "LNG's imports will not stop immediately." Japanese Minister of Economy and Industry, Tamagi, said, "It will ensure that energy supply will be lost through all means." However, the Japanese media are concerned that if the two Japanese companies holding the "Sahalin No. 2" project will further promote the high domestic gas and electricity prices in Japan. This undoubtedly adds another "fire" to Japan, which is being burned at high temperature.
If the "Sahalin No. 2" Japanese power supply or threats
The "Sahalin No. 2" project is located on the continental rack of the Sahalin Island of Russia, mainly mining oil and natural gas. The oil reserves involved in the project are about 100 million tons, and the natural gas reserves are more than 400 billion cubic meters. According to Reuters data, this project has a liquefied natural gas output accounting for about 4%of the world, mainly providing Asian countries. About 9%of Japan's liquefied natural gas imported from Russia, almost all from the "Sahalin 2" project. The original operator of the "Sahalin 2" project is Sahalin Energy Investment Co., Ltd. Among them, Russian Natural Gas Industry Co., Ltd. holds more than 50%of its shareholding, and Japan Mitsui Products and Mitsubishi Commercial Corporation holds 12.5%and 10%, respectively.
According to the new decree signed by Putin, Russia will set up a new company to fully take over the personnel and business of Sahalin Energy Investment Co., Ltd. Russia's Natural Gas Industry Co., Ltd. will continue to retain the original shares. Foreign investors need to apply for the reservation of shares within one month, and the Russian government decides whether to approve. After Putin signed a new law, Mitsui Products and Mitsubishi Commercial Company's stock prices fell. The two companies stated that they are verifying the relevant situation and considering the response plan.
In addition to the two invested companies that are closely related to the "Sahalin 2" project, many Japanese companies also purchase fuel from the project. According to the Kyodo News Agency, Tokyo Electric Power Group and the Japanese Power -funded Japanese power giant JERA purchased LNG from the project as thermal power generation fuel. The LNG procurement of Hiroshima Gas Company is about 50 % from "Sahalin 2".
Northeast Electric Power and Tokyo Gas and East Bang Gas also purchased from "Sahalin 2".
In March 2011, after the radiation leakage of the Fukushima First Nuclear Power Station, the power generation of the Japanese nuclear power plant decreased significantly, and the dependence on fossil fuel such as natural gas increased. Japan's Prime Minister Kishida Kishita stated in March this year that Japan will not withdraw from the "Sahalin 2" project, which is essential to ensure the security of Japan. Hyamamoto Hyatsuo, a researcher at the Institute of Energy Economics, said (Japan) LNG accounts for about 30%to 40%of power generation energy. Once the liquefied natural gas supply becomes unstable, the power supply and demand may be more tense.
Rare high temperature is here to start Japan but start the power saving mode
In the past month, Japan has encountered rare high temperature weather, and the maximum temperature in many places has exceeded 35 degrees Celsius. Tokyo and the surrounding areas were about 40 degrees Celsius in late June in late June, which was the highest heat wave in June since 1875. The weather forecast shows that the summer heat will last for a period of time. According to the forecast of the Japanese Meteorological Agency, the local temperature was not expected to fall to 30 degrees Celsius until July 5.
Affected by the continuous high temperature, the Power Supply Zone of Tokyo Power Company will issue a tension alert for power supply for 4 consecutive days from June 27. Monitoring data of many power stations in Japan showed that from 4:30 pm to 5 pm on the 29th, the power reserve rate of the Tokyo region fell to 2.6%, which was lower than the 3%threshold required to ensure the stability of power supply. An official of an economic and industrial province said: "The electricity demand and power supply in the past 3 days are the most tense."
The electricity supply warning issued by Tokyo Power Company was lifted at 18:00 on June 30, but the Japanese government pointed out that the risk of power supply due to the aging of thermal power stations caused by the aging of thermal power stations, the situation in July was still tense. According to the Japanese NHK website, in addition to Tokyo in July, it is estimated that the power supply reserve rate of power supply in the jurisdiction of the Northeast, Central, Central China, Hokkasum, Kansai, Four Kingdoms, and Kyushu was only 3.7%. Although this number is higher than the minimum of 3%required to ensure stable supply, the situation is still not optimistic. To this end, the Japanese government issued a power -saving request to the whole country after a lapse of 7 years, calling on the use of air conditioners and closing unnecessary lighting appliances from July 1st to the end of September this year to cooperate with saving electricity within the same scope.
The people have experienced the government's high test of the government's price -suppressing price policy difficult to convince the public
According to Japan's NHK TV station, due to the extremely hot weather, there were 1517 people's heat stroke hospitalization in Tokyo, Japan, which is the highest number in the past 10 years. It is reported that from June 28th to 30th, the number of hospitalizations of over 200 daily heat strokes was the highest. In July, the temperature in many places in Japan is still very high, and some areas have appeared in some areas. Take heatstroke prevention and cooling measures to prevent heatstroke strictly. While receiving high temperature tests, the wallets of Japanese people are also undergoing depreciation tests. Affected by the rise in raw materials and the sharp depreciation of the yen, prices of Japanese energy and food have continued to rise. A survey released by the Japan Empire Database Corporation in early June shows that Japan will have more than 10,000 kinds of food prices this year, with an average increase of 13%. According to the data released by the Ministry of General Affairs on June 24, the core consumer price index (CPI) in Japan's removal of fresh food in May increased by 2.1%year -on -year to 101.6, and the increase of more than 2%for two consecutive months. Among them, electricity bills rose 18.6%, pipeline natural gas rose 22.3%, and gasoline prices rose 13.1%. At the same time, the price increase of food and durable consumer goods other than fresh food is also more obvious. Without enough salary increases, Japanese families have a heavy economic burden.
Japan is scheduled to hold the Congress Senate election on July 10. In order to explore the movement of voters, the Kyodo News Agency conducted a national telephone public opinion survey from the 26th to 28th (the second election survey). Regarding the current measures for the Kishida Government to deal with high prices, 15.3%of those who "think are sufficient" and 79.8%of "considers not sufficient". For the most important policies on the time of voting, the "price rising countermeasures, economic policies" (41.8%) is also the forefront. The rise in prices is also the focus of the party and the opposition party recently. In terms of the opposition party, it has advocated decrease or even canceling the consumption tax, and the ruling party camp has resolutely opposed it. Some experts believe that in the face of the rise in prices, it is difficult for the Japanese government to come up with a solution that has quickly achieved results.
High temperature heat, insufficient electricity, and soaring prices. The multiple "roasted" this summer made Japan a Japanese coke as a member of the G7. Regarding the variables existing in the "Sahalin 2" project, "Japan Economic News" pointed out that how Russia will supply natural gas is not clear, and the risk of power outage in Japan is becoming increasingly imminent ...
