The 22nd meeting of the head of the head of the Shanghai Cooperation Organization will be held in Samsamarham, Uzbekistan from September 15th to 16th. The deputy secretary -general of the Shanghai Cooperation Organization Gree Gali Logovanov recently expanded the organization, the positioning after expansion, and whether there are military prospects and other issues to be interviewed by this reporter.
Become an attractive center for regional countries
Reporter: Iran will officially join the SCO after the Samarham Summit, which will be the second expansion since the establishment of SC. According to reports, 10 countries have applied to join the SCO.
Logvirv: The development potential of the SCO is constantly increasing. First of all, any country wants to be an observer or dialogue partner of the Shanghai Cooperation Organization. It must go through a complex and long process. We have strict procedures, based on more than 50 legal documents, to explore whether relevant countries can become the Observed Observed Observer or Dialogue Partner State.
I also want to emphasize that although Russia, as a member of the SCO, is facing a very complicated situation, the enthusiasm of joining the SCO country has not been affected. All the decisions of the SCO are determined by the consensus of all member states, but the consensus does not mean that there is a consistent view of everything, but to seek common groundwork.
The SCO is a unique international organization. The SCO member states have differences in terms of territorial area, population scale, and political systems, economic conditions, and technical strength. Some Western scholars may even predict that the SCO may not be stable and lasting. However, the SCO did not decompose or disintegrate as they predicted, but increasingly expanded their influence.
"Shanghai Spirit" has played its role from beginning to end. As a result, the SCO has also become an attractive center for regional countries, which has become attractive to countries from the Middle East, Southeast Asia, Northeast Asia and even North Africa.
The effect in counter -terrorism cooperation has achieved remarkable results
Reporter: How does the SCO play a role to ensure the security and stability of the region? Many people are also paying attention to whether the future of SCO will produce a military attribute like NATO?
Logvirv: Security issues have always been the primary direction of the SCO. In fact, the initial establishment of Shanghe originated from Afghanistan, in order to deal with the threat from Afghanistan.
Since the establishment of 21 years, the Shanghai Cooperation Organization has achieved remarkable work in counter -terrorism. There are more and more challenges and threats we face today, and SCO member states are also proposing a new plan to cope with non -traditional security threats.
As for whether SCO will produce the attributes of NATO -like militaryization, I think this does not exist. In the "Charter of the Shanghai Cooperation Organization" or various legal documents, there is actually no factors that turn an organization into a military alliance. The SCO does have a military cooperation mechanism. For example, a member state defense minister meeting was recently held, and various military exercises were regularly held. But even these large -scale military exercises are carried out for the purpose of counter -terrorism. Any military exercise in the upper frame did not show military aggression.
In my opinion, the role of the SCO is more to create a better tomorrow for human beings.
Already found the correct development path
Reporter: After the SCO has completed the expansion of the Samalham Peak, will it adjust its own positioning and goals for the changing international situation, and play a more positive role in dealing with regional issues?
Logvyov: The current world situation is very turbulent, and it is undergoing a big change in a century, which has also prompted the SCO to continue to think about its own positioning and goals.
On March 18 this year, when the State Councilor and Foreign Minister of China Wang Yi met with Secretary -General Zhang Ming of the SCO, he expressed his view on how China thinks of the SCO organization. He said that in the face of the many influences of the Ukraine crisis, the SCO should play a more positive role in maintaining areas and even global security and stability. Resolutely oppose regaining the Cold War thinking, the opposition to the manufacturing camp, and resolutely oppose illegal unilateral sanctions.
We are also thinking about how to adapt to the current changes in the upper frame. When Secretary -General Zhang Ming visited various member states, all member states expressed their great importance to cooperation in the upper framework. The first direction of cooperation was to maintain the space of the SCO and expand cooperation in various fields such as politics, security, economy, agriculture, and humanities. Essence
In the 21 -year process of the SCO, the model of negotiating and reaching consensus is the way we solve all problems. The key cooperation projects emphasized by the SCO always focus on the common interests of member states, such as transportation, communication and supply chain projects. When the specific implementation, we will analyze it on the basis of the "Charter of the Shanghai Cooperation Organization". Article 16 of the Charter mentioned that if either party is unwilling to participate in a joint cooperation project, it can be not participated according to his own wishes.
Based on the successful operation of the SCO for 21 years, I think we have found a lot of correct development path.
