Chen Jinhai's Singapore Lawyers Association and partner of Yizheng Law Firm Hassi Central Legal District was established as an important milestone in the process of building a rule of law in the international community. As Asians, we all have a common belief, that is, the rule of law is the foundation of harmony and stability. Conversely, harmony and stability provide the foundation for common prosperity. We also realize that with the interaction of human beings, conflicts and misunderstandings occur, which is an inevitable stage of growth and development. The challenge we face is how to find a way to manage and resolve disputes in order to move forward. I do not have professional knowledge to provide others, but I am glad to tell the history of Singapore to become a commercial legal center. Singapore is a small island city. How small is it? Let me take Xiamen as an example. In terms of population, Singapore's population is similar to Xiamen. But in terms of land area, Singapore is only a small part of Xiamen area. Singapore is an island of about 700 square kilometers when the tide is tide. Singapore is facing unfavorable factors such as small land area and lack of natural resources. We don't have gold, petroleum or anything valuable. This is why Singapore should not become an independent country. But history does not think so. In 1965, the joint force of worldwide incidents made Singapore an independent Republic. Our leaders have no plan and they don't want to do so. Our Prime Minister Lee Kuan Yew was originally a strong and calm person, but when this happened, he cried publicly on the national television station because he was very worried about the future of this young republic. To survive, Premier Li realized that Singapore must provide something to other parts of the world. He looked around and looked at our neighbors, and they had rich resources and business opportunities. He realized that Western developed countries hope to explore business opportunities in Asia. He pointed out three obstacles facing Western investors: first, they do not understand the language and culture of Asia. Secondly, they do not understand Asian laws and business systems. Third, they do not trust the Asian system. Language, system and trust: These are the main obstacles to investing, trade and cooperation. Premier Li's next idea is simple and profound. He proposed that Singapore can overcome these obstacles for investors, and he created Singapore's idea of ​​Western and Oriental trading. In other words, he designed Singapore as the hub in Asia. His design has three characteristics of solving the problems of language, system and trust. The first is language. Premier Li implements bilingual policies to ensure that Singaporeans speak English and mother tongue. He appreciates such a fact, that is, if we long for the hub between East and West, we must be proficient in East and West Language. He asked our law to not use our Mandarin Malay, but to write in Western language and English. This ensures that our laws will not only be understood by Singaporeans, but also not only understood by Singaporeans. The second is institutional issues. In essence, each system is based on rules and laws, and any government policy or framework must be guaranteed by law. Considering this, Premier Li retained and strengthened the general law system in Singapore, which is a familiar and adaptive system in the West. By using the familiar legal system in the West and writing laws, rules and regulations familiar to the West, Singapore stands out in Asian countries, which is more attractive to Western investors. The third important idea of ​​Premier Li is about trust. He hopes investors to trust Singapore's system and government. To this end, he must ensure that Singapore has no corruption. He wanted to show that unlike other Southeast Asian countries in that era, Singapore operated in a transparent way. We will severely punish any corruption, such as bribery or seek secret interests, and severely punish them. In this way, Premier Li can prove to the world that Singapore is a safe investment place. Under his leadership, Singapore is booming as a commercial center. Over the years, it has attracted investors from all over the world. They hope to use the opportunities provided by Asia, but they also want to do so on the safety and reliability of Asia. Singapore has become a popular Asian headquarters for multinational business, booming and prosperous. Singapore is a popular investment center. For the same reason, it is also a popular legal center. Because a good legal center is a place where customers are satisfied with the language and system they use, and customers have a high degree of overall trust and confidence in the rule of law. This is what happened in Singapore. Investors quickly realized that if they encountered any commercial disputes in Asia, the best place for these disputes was Singapore. This is because Singapore has developed three characteristics to make it a disputed solution center in the world. Is the story of Singapore unique? Maybe. We are fortunate to have an visionary leader. He discovered the factors that developed an inconspicuous island into a slightly important country. This is a reward practice. Singapore's practice can provide experience for other people who want to establish their own dispute solutions. First of all, the language used to solve legal issues should be English, which is the main international language of business. For these users, legal affairs are complicated enough. English is a neutral language. It can be used by parties from Asia, Africa, South America, North America or Europe without making people think that this language has brought advantages to each other. As Singaporeans, we are first Asians. We depend on our own mother tongue.

When using English, we understand that we are providing services to the international community, just like landlords must provide accommodation for their guests. Secondly, the framework for solving legal issues should be any system familiar to ordinary legal systems or customers. When I said this, it not only refers to the physical law used for jurisdictions, but also the procedures for submitting disputes to each party, including litigation, proof, evidence, and other intermediate matters. Every aspect of the law must be common and familiar with the international community. Again, as a landlord, we have the responsibility to provide our guests with a legal environment that is as comfortable and easy to use as possible. Third, the system must be completely transparent to ensure that people participating in the management system or resolving personal disputes cannot be blamed. Otherwise, it will affect the trust and confidence of the system. One of the advantages that Singapore has enjoyed is that it has a reputation in terms of transparency. As we all know, our government officials are sensitive to any preferential treatment. They know that any type of improper behavior can lead to career termination. In order to enhance confidence, Singapore hired internationally renowned legal persons to participate in or supervise the system. Singapore found that if we want to attract the international community to use our disputes to resolve services, the decisionrs should be international. Two examples of Singapore are Singapore International Arbitration Center and Singapore International Court. The establishment of these institutions is to solve international disputes and meet the needs of the international community. Both institutions have selected judges and judges from many countries in Asia, Europe, Australia and the United States. When the parties to the dispute choose one place to decide their disputes, if they see that their compatriots participate in certain tasks of the location, it will help them choose the location. Finally, I want to talk about disputes. This is a lofty and valuable goal. There are too many misunderstandings in the world. Any organization that helps to promote disputes is an organization that helps humans. Those who promote contact and dialogue are also people who actively strive to get rid of conflicts and move towards friendship. In the end, we Asians understood and cherished friendship and harmony.
