This will make member states restrict Russians' entry, and also makes Russians applying for EU visas to be more difficult. Earlier, Ukraine and some Eastern European countries had demanded that the European Union banned Russians from entering the country, but France and other countries expressed different opinions on this.

The EU-Russian visa convenience agreement came into effect in 2007. After the Russian and Ukraine conflict broke out, the European Union decided not to implement the agreement on the Russian official passport and diplomatic passport holders on February 25 this year, and some of the agreement was partially abolished.
