Reuters said that since the beginning of the Russian -Ukraine conflict, Ukraine's grain transportation has stalled, and more than 20 million tons of grain has stayed in China. Russia and Ukraine account for nearly one -third of the total global wheat exports. Ukraine is also the main exporter of corn and sunflower seed oil, and Russia is the main exporter of chemical fertilizers.

Biden said at a meeting in Philadelphia: "I am working closely with our European partners to transport 20 million tons of grain in Ukraine to the global market to help reduce food prices."

He also said that Washington is developing a plan to transport food through railways, but he pointed out that Ukraine's railway specifications are different from Europe, so food must be transferred to other trains on the Ukraine border.
