In order to further implement the strategic deployment of the Party Central Committee, the State Council and the Provincial Party Committee, and the Provincial Government on the training of medical talents such as pediatricians, enhance the ability of pediatric medical services, effectively alleviate the shortage of pediatricians in our province. The issues related to the training of pediatric transfer in 2022 in our province are as follows:

1. Fund arrangement

According to the standard of 15,000 yuan per person, the central government arranges 1.2 million yuan in project funds to support 80 physicians in our province to participate in the training of pediatricians. As an implementation unit, the provincial children's hospital shall strengthen the management of project funds to ensure the management of special account management, special accounting, and special funds to ensure the smooth implementation of the project.

2. Training quota allocation

See the quota allocation form, and the committee of the committee and management hospital shall be coordinated by the Municipal Health and Health Commission in accordance with the principles of localization management.

3. Training arrangement

(1) Training time. 12 months. Training is intended to start in early October 2022. The specific time will be notified separately.

(2) Training departments are arranged in time. Doctors need to be trained in 11 departments or groups such as children's health, neonatal, cardiovascular, rheumatism, nerve, endocrine, blood tumors, digestion, respiratory, infectious diseases, and intensive care (ICU). See Annex 2), the rest of the month is arranged by the project implementation unit. Among them, at least one week of centralized comprehensive training.

4. Participants requirements

(1) Basic requirements for personnel. Medical institutions above the second level (including the Chinese Hospital, Maternal and Child Health Hospital, the same below) have obtained a physician practice certificate, the scope of practice is non -pediatric specialty, and the clinical category practice (assistant) physician planned to engage in pediatric diagnosis and treatment activities. There was no major medical accident during practice.

(2) Comprehensive quality requirements for personnel. Obief in national laws and regulations, practice medicine in accordance with the law; have a rigorous and practical work style, a scientific attitude of excellence, and the thoughts of serving patients wholeheartedly.

5. Other requirements

(1) The Provincial Health and Health Commission is responsible for the organizational management of the transfer training of pediatricians throughout the province. The city and county -level health administrative departments are responsible for organizing and mobilizing and overall planning of pediatric transfer training doctors in their jurisdictions. Provincial children's hospitals are responsible for the implementation of the training, management and assessment of medical staff for transfer training.

(2) Provincial children's hospitals should establish corresponding organizations, clarify the leading departments and responsible persons of project implementation, do a good job of daily management of the project implementation; formulate project management systems, training plans and management measures for project funds; , Training methods, training content, training goals, and regularly feedback from the Provincial Health and Health Commission. At the same time, it is necessary to arrange the accommodation of the participating physicians, provide the necessary learning and living conditions, and give the participating physicians a monthly subsidy of 500 yuan per month.

(3) After the training, the Provincial Health Committee organizes the assessment, passed the assessment, and issues a unified transfer training certificate. After the transfer training physician has obtained a unified transfer training certificate, the scope of pediatric practice can be increased on the basis of the scope of the original specialty.

(4) The medical institution of the transfer training physician shall formulate a pediatric professional development plan, and provide relevant guarantees for the transfer of the transfer training physician to the pediatric professional practice in accordance with the needs of the development of pediatric sciences in the unit. It is necessary to sign an agreement with the transfer training physician to ensure that the position, salary and benefits of the training period remain unchanged, and ensure that the transfer training physician should participate in the training plan throughout the process. For example, the transfer training physician withdrew from the training midway through personal reasons, and the medical institution of the transfer training physician was responsible for unified coordination, and returned the issued living subsidy fee to the project implementation unit.

(5) Please organize various cities (including Dingzhou, Xinji City, and Xiong'an New District) to organize medical institutions in the jurisdiction to actively sign up, fill in the transfer training physician information form (see Annex 3). It was sent to the designated mailbox in two forms of electronic and scanning (stamped with the official seal) before 17:00 on July 30.
