According to the report, in order to safeguard our school's reputation and protect the rights and interests of the majority of compliance readers, all use units and individuals are requested to comply with relevant provisions of electronic resources intellectual property rights, and reasonably use the database document resources ordered by the library. It is strictly forbidden to use software tools or set up batch retrieval and download electronic resources for proxy servers. It is not allowed to download electronic resources continuously, concentrated, and batches at non -normal reading speed.

Doctoral students were notified for criticism for illegal use of databases

On July 6, a "Notice" of the Library of the University of Chinese Academy of Social Sciences attracted attention. It is understood that the school's readers used the "Westlaw Classic Law Online" database in violation of regulations, which caused the school IP to be permanently banned by the database dealer.

After investigation, the school library confirmed that Qiu Mou, a graduate student in 2018: Qiu Qiu downloaded 842 documents within 137 minutes on June 16, 2022, and 1736 documents were downloaded within 137 minutes on June 17. The school library said, "This behavior seriously affects the normal study and scientific research order of teachers and students of our school, and it also harms the reputation of our school."

Why is the over downloading cause the ban?

The "Announcement" mentioned that the rules of the use of electronic resources are "not only the intellectual property rights to protect electronic resources, maintaining the reputation of the school, but also to ensure the legitimate rights and interests of legal users."
