Third, declaration conditions

(1) Declaration condition for the "Talent Flying" of R & D institutions

1. The application unit has actual control of the R & D institution. In principle, the R & D institution and the application unit should be consistent

2. No less than 200 square meters of fixed office spaces and research and development venues;

3. With a stable source of funds, the expenditure cost of expenditure in high -level talents in the introduction of high -level talents last year is not less than 3 million yuan;

4. Have the own technical research and development foundation that can be connected to cooperation, and have a certain number of local professional R & D personnel. There are no less than 10 companies with annual sales of more than 100 million yuan; enterprises with annual sales of less than 100 million yuan, no less than 5 professional R & D personnel. Among the professional R & D personnel hired by R & D institutions, more than 50%of the master's degree in graduate students, or higher and above, and professional and technical positions must account for more than 50%of the total R & D personnel;

(2) Conditions for the "Talent Flying" declaration of crowd -creation space

1. The crowd -creation space application unit has actual control of the Zhongchuang space;

2. There are disposable incubation venues with a certain scale, and have the basic conditions and mature models for carrying out business; can provide off -site and basic facilities of not less than 500 square meters, and provide entrepreneurial station, offices and public service venues. 80%of the total area of ​​Zhongchuang Space, no less than 20 stations provided for teams to be stationed in our city;

3. Good development, no less than 3 companies that have successfully hatched and introduced Shijiazhuang to register and have achieved certain economic and social benefits in the past three years;

4. With a comprehensive management team of not less than 3 people, a comprehensive financial management system, a sound incubation guarantee system;

5. With professional service personnel, at least one professional incubation service personnel and one entrepreneurial instructor are equipped in every 10 teams in the incubation team;

6. Sign cooperation agreements with not less than one local well -known university, scientific research institute, innovative enterprises, professional institutions and intermediary organizations.

(3) Talent workstations "Talent Flying Land" declaration conditions

1. The application unit has actual control equity to the talent workstation;

2. The application unit signed a cooperation agreement with no less than one local university, scientific research institute, innovative enterprise, and industry organization;

3. The application unit must sign an agreement with local experts for more than 3 years to clarify the rights, responsibilities and obligations of both parties. The cumulative working hours for the application unit each year are generally not less than 3 months;

4. Experts hired should obtain a doctorate degree or have senior professional and technical positions, and have solid professional knowledge;

5. In the past three years, there are no less than two results in the development of new products, new technologies or obtaining intellectual property rights.

Fourth, relevant requirements

1. The application unit submits to the "Shijiazhuang" Talent Flying Land "and electronic version scanning parts (PDF format) to the scientific and technological management department of the county (city, district) in accordance with the requirements. The paper materials for the application of the book require 5 copies of the glue, and the A4 paper is printed on the opposite side. 3. Before October 31, the science and technology management departments of each county (city, district) will report the paper, electronic version scanning parts and recommendation summary forms to the Municipal Science and Technology Bureau's Personnel Section. Do not accept it after the deadline.
