The UN Education Reform Summit recommends to promote digital learning and transformation. The use of digital technology and resources can increase all learners' opportunities for high -quality learning, provide teachers with high -quality professional development opportunities, tools and resources, promote evidence -based teaching methods, and help learners in formal and informal education Interest learning, expand the lifelong learning system, and promote the learning of the whole people. At the same time, digital technology applications often receive some challenges, such as excessive attention to technical hardware equipment rather than high -quality teaching content and digital capabilities, failure to benefit the most marginalized students, poor infrastructure connection, insufficient digital teaching methods, data Safety and ethics issues. In the future, we need to establish a strong privacy guarantee system, formulate and implement regulations to help ensure the security of digital space, and train learners and teachers to help family construction a more secure online space to achieve a broader range of education. In order to help countries better realize digital transformation, the United Nations proposes three suggestions to ensure digital welfare and educated rights.
Make sure everyone has digital learning opportunities. All countries should clarify the profound significance of educational numbers for education, and formulate short -term, medium and long -term sustainable goals that connect all schools and communities to accelerate the development goals of digital learning and transformation. Formulate implementation plans to narrow the gap between digital gender and benefit the most marginalized groups, including disabled learners, migrants, and other learners who live in fragile and emergency environments. The pursuit of full -coverage network and infrastructure connectivity is an ideal area for public and private partnerships and overall government cooperation. It encourages the development of applications and platforms that can be disconnected from the Internet, and establish a learning path for non -Internet support.
Establish and maintain stable, free, and public digital learning content and platforms. Creating and managing digital platforms with high -quality learning content provides good opportunities for multinational cooperation. By sharing and coordination, it can save a lot of costs. The summit put forward two suggestions, one is to develop high -quality content, and the other is to develop a platform that is easy to access and use. In order to help countries to achieve the interconnection of digital education content and platforms, various digital cooperation resource platforms have been established. For example, UNESCO implements the "technical support school open school" project to provide funds and technical support for 12 countries to help establish National Public Digital Learning Platform. At present, more than 25 countries have established a "learning passport" platform to achieve global educational resources sharing.
Technical empowering evidence -based education to promote learning. The most effective digital learning investment is an investment consistent with effective teaching practice, such as mother tongue teaching, teacher counseling, formation evaluation, structural teaching method and teacher reflection. These practices can be achieved without using technology, but technology can help simplify and expand its implementation scope. At the same time, digital learning can make non -technical teaching methods possible. For example, a hybrid learning model can improve students' social and collaborative ability, and can also obtain a world -class learning experience from outside the school. In addition, the system capabilities of teachers, school leaders, and educators such as school leaders and educators must become the core part of digital learning intervention measures. Teachers' teaching skills are essential for building a better education system.
