(3) It has dense intellectual resources and strong technological strength in the area where it is located.

(4) It has a certain scale and corresponding supporting facilities; the service functions are relatively complete and can provide enterprises with services such as business, information, training, financing, research and development, marketing, and international cooperation.

(5) The start -up funds for supporting the entrepreneurship of overseas students.

(6) There is a management service team with high quality and strong business level and a set of scientific management rules and regulations.

2. Application for the Pioneer Park process of studying abroad

(1) Declaration

Eligible units fill in the following materials and report to the preliminary examination of the human resources and social security department of the counties (cities, districts).

1. "Declaration of the Certification Park of Yunnan Provincial Student Placement Park".

2. Certificate of setting up an overseas students entrepreneurial park, including venue certification, team building, etc.

3. The operation and development of the Entrepreneurship Park and related certification materials of the overseas students mainly include the operating capacity, incubation capacity, cooperation capabilities, and enterprise development of the park.

(2) Recommended review recommendation

In accordance with the requirements of the "Specifications" and this notice, the human resources and social security departments belonging to the county (city, district) to verify and evaluate the application materials of the application unit and the construction of the park, and clearly recommend opinions. The state (city) human resources and social security department After the review, it is reported to the Provincial Department of Human Resources and Social Security.

(3) Publicity identification

The Provincial Department of Human Resources and Social Security conducts inspections and evaluations of the application unit through review of application materials and on -site inspections. For the 5 working days of publicity in the entrepreneurial park that is planned to be identified, if there is no objection, the Provincial Department of Human Resources and Social Security will identify the "Yunnan Provincial Student Entrepreneurship Park" and award.

(4) Service operation

The entrepreneurial park of the overseas students who has been identified is within one month after the licenses are issued, and the work plan is formulated, the work rules and regulations are improved, and the entrepreneurial service activities of overseas students are carried out.

Third, management services

(1) Dynamic management of the Entrepreneurship Park of the provincial -level overseas study. Each study abroad entrepreneurial park shall submit the development report of the park to the Provincial Department of Human Resources and Social Security before the end of October each year, and propose the next year's park development plan.

(2) Human resources and social security departments in various places should strengthen organizational leadership, improve policy and measures, strengthen the construction and development of the entrepreneurial parks for overseas students, build a service system that is conducive to returning to entrepreneurship in studying abroad, increase support for students to return to China, attract more A lot of outstanding students returned to China to start a business.

(3) The entrepreneurial park withdrawn from the licensee can be applied for the provincial entrepreneurial park demonstration base, the entrepreneurial incubation demonstration base, and the entrepreneurial demonstration park in accordance with the regulations, and participate in the provinces of the provinces of the provincial provinces according to the work arrangement.
