Haiwen, from Hangzhou, Zhejiang, was born in August 1952. From March 1969 to February 1978, he went to the countryside in Hulin County, Heilongjiang Province (now "Hulin City). After resumption of the college entrance examination in 1977, he was admitted to the Department of Economics of Peking University. He graduated from Peking University in 1982 and obtained a bachelor's degree in economics. He graduated from California State University (Long Beach) in 1983 and obtained a master's degree in economics. He graduated from the University of California (Davis) Economics in 1991 and obtained a master's degree in economics and doctoral degrees. He has taught at California State University (San Francisco), the University of California (Davis), and Ford Louis College (Associate Professor). In 1995, he returned to China to participate in the establishment of the China Economic Research Center of Peking University and served as the executive deputy director. Former Vice President of Peking University (2005-2013) and Dean of the Shenzhen Graduate School of Peking University.
