The full text of the "Regulations" has only five words and more than 200 words. The "Regulations" clearly prohibit the primary and secondary school kindergarten students from bringing mobile phones (including telephone watches) into the classroom. While providing a legislative basis for governing the school according to law, the "Regulations" takes into account the school's independent management rights, and authorizes the school to formulate specific methods of mobile management in accordance with the actual situation and incorporate the daily management of the school. In addition, the "Regulations" also require the school to ensure the reasonable calling needs of students. At the same time, the education administrative department should guide the school to implement the "Regulations", and the education supervision institution should supervise the management of the school's mobile phone.
Regarding some adult high school students, the relevant responsible comrades of the Standing Committee of the Provincial People's Congress Standing Committee said that although the Protection Law of the Minor Protection Law has relevant provisions for bringing mobile phones to the classroom, the scope of the applicable law of the Protection Law of the Minor Protection Law has not covered it.
