On June 30, 2020, the "Hong Kong National Security Law" officially took effect. So far, Hong Kong has opened a chapter in chaos and governing a new chapter. On July 3 of the same year, the Hong Kong Special Administrative Region was formally established. Liu Cihuan was appointed Deputy Director of the Hong Kong Police Department and served as the person in charge of the newly established Police Office of the Police Department.
