Lu Shuai was born in North Korea's Xianjing North Road and moved to Yanbian with his parents at the age of 9. The party organization set the underground communication liaison station in Lu Shuai's house. In 1933, the Communist Party of China sent Lu Shuai and other comrades to the underground work of enemy occupied areas such as Wang Ba's neck village, Badougou Gold Mine, Hengdao Hezi. In 1936, Lu Shuai joined the Communist Party of China.

In 1937, Lu Shuai was scored into the Second Army of the Northeast Anti -Japanese Coalition forces, and participated in the battle by Yang Jingyu and Wei Zhengmin many times. In 1938, Lu Shuai's second military policeman, Wei Lian and the fourth division of the fourth division settled in the nandal camp in Dajinzhuang, Huadian County. In January 1939, Yang Jingyu, commander of the First Army of the Northeast Anti -Japanese Coalition forces, led more than 700 people to the Camp. In November 1940, Lu Shuai and his team entered the Soviet Union through Sanchagou. During the period, Lu Shuai was sent back to the Northeast to find Wei Zhengmin, and performed reconnaissance missions in Dongman and Beiman. On September 20, 1944, due to the outstanding performance in the reconnaissance of Dongning and Laohei Mountain in Dongning and Laoshan, Lu was rewarded by the Anti -Federation Headquarters.

After the victory of the Anti -Japanese War, Lu Shuai returned to Yanbian.
