Australia's "Dialogue" website on August 8th, original topic: Chinese private security company is increasing the existence in Africa: Why is this important Chinese private security company found a niche market in Africa: protect Chinese -funded enterprises Executives and construction sites. They also protected Chinese ships at sea from pirates. China's private security company is constantly increasing in Africa, and its background is that the global security structure is changing. These changes also reflect that the United States has gradually transformed from the world police to offshore security balance.
Since Beijing's initiative to initiate the "Belt and Road" initiative, the demand for security services for China in Africa has increased significantly in Africa. This is a blueprint for strengthening exchanges between China and Africa. The growth of Chinese private security companies is in Beijing to increase investment in large African infrastructure projects. China also invests in mining projects throughout Africa. However, in the Congo (Gold), South Sudan and other places, continuous political turmoil means insufficient government security services. The dependence on these countries' resources makes China more worried about the security issues in Africa. This highlights the necessity of reaching bilateral and multilateral protocols between China and Africa in the private security industry.
The private security industry in Africa has the following three characteristics: First of all, the African continent still bears the stigma related to the mercenary operation during the post -colonial conflict; It has organized some kind of security forces to protect China's interests from crimes or political violence; third, Africa has witnessed the return of international private military companies with a good structure. Therefore, the growth of China's private security company -and its impact on the security pattern of the mainland -less attention.
For Africa, private security companies are not new. But China's security company is still in the position of the continent. In order to cope with crimes and armed violence against individuals and infrastructure overseas, their roles are expanding from protecting fixed facilities to providing high -tech monitoring services.
Over the past ten years, China has realized that it is not enough to protect workers and projects by relying only on the economic development of African countries. From the Sahler area to Somalia, frequent violence and terrorist expansion activities have made Chinese workers and investment a target. In 2018, the Chinese government formulated a set of safety regulations for Chinese -funded enterprises operating overseas. Specific content is included in the "Guidelines for Safety Management of Overseas Chinese Enterprises and Personnel". The guide has been well received by dozens of Chinese private security companies that have been operating overseas.
China's private security company is still developing. This increases the possibility of entering overseas when private enterprises lack appropriate training or lack of understanding of threats. Regardless of whether it is prepared, Chinese companies are further extending their tentacles in African countries and establishing security business partnerships. This can be seen in Mali, Gibi, Egypt, Ethiopia, South Africa, and Tanzania. (Author Alexandro Aldinino, translated by Ding Yan)
