In March 1938, with the New Fourth Army's Second Division, he was promoted to the fourth regiment's political member of the four regiments in the summer. In July, after the leader of Zhang Dingzheng, the two detachments advanced to the South Jiangsu enemy occupied by the Japanese invaders, and a team led by Chen Yi recovered and established the Southern South Anti -Japanese Base in Maoshan and the two regions. One year later, Liao Haitao was promoted to deputy commanders of the New Second Division.

In July 1940, the Jiangnan Headquarters was commanded by Luo Zhongyi, and Liao Haitao served as a political member to jointly provoke the heavy responsibility of adhering to the fight against Japan in the Maoshan area. In March 1941, according to the order of the Central Military Commission, the new Fourth Army Jiangnan Headquarters and the Jiangnan People's Anti -Japanese Salvation National Army East Road command were compiled as the sixth division of the New Fourth Army. The director of the Military and Political Committee of the Southern Jiangsu Anti -Japanese Base Base, Luo Zhongyi served as the director of the Sixteen Brigade. In May, Liao Haitao and Luo Zhongyi were ordered to restore the Maoshan base. They led the forty -six regiments and forty -seven regiments to fight ten times with the Japanese puppet troops ten times, and finally recovered and consolidated the Mao Shan anti -Japanese base area.
