Academician Liu Zhongfan: The internationalization of domestic academic journals is not British culture

Journal is a platform for knowledge spread. Academic journals are a window and platform for reporting the latest scientific and technological achievements. What are the important criteria for measuring the level of academic journals?

I think there are two aspects: timeliness and accuracy. In addition, it is "high level": it can truly represent the latest achievements in a certain field of the science and technology community.

In the past 30 years, most of my country's important scientific research achievements have been first launched in foreign journals, and the academic influence of Chinese science and technology journals has weaker academic influence internationally. The increasingly barren academic "staying in the ground" is a realistic issue that is urgent to crack for China, which is committed to building a strong country.

Do not use the influencing factor to measure the quality of the paper

When it comes to academic journals, the "influencing factor" of the journal has to be mentioned. How to view the phenomenon of "influencing factor theory"? Now everyone pays special attention to the influence factors, there are many reasons. The good and bad of scientific and technological journals are different. In a sense, the impact factor can of course represent a certain level of academic journals. In the early years, everyone paid more attention to professionalism and counterpart. Many people now pay attention to influencing factors.

I have both sides that agree with this, and there are incomplete identities or even disagreement.

The impact factor of the journal is related to the academic status and the historical accumulation. Some well -known journals have a long history. In this case, its influence factors are not important -everyone knows that it is amazing; and some journals, especially the impact factors of new journals, may not really reflect it The actual level.

why? The influencing factor is a mathematical issue and an international journal evaluation indicator. According to the calculation method, the influencing factor is the total number (molecule) published in the report year in the report year in the first two years of the journal. If this denominator is very small, the influence factor is certainly high. Then, in this sense, the influence factors of the journal cannot be excessively valued and over -rendering.

High -quality papers are not simply defined by influencing factor. I often tell students and team members that your work is published on a better journal such as Nature. Of course, this is a good article, but honestly, I don’t think this article must be equivalent to a good job. It is not the same thing. Similarly, if you publish an article in a journal with a low influence factor, it may not be a good job. In my opinion, the good or bad of the journals is actually relative.

The internationalization of Chinese journals is not a few more English articles

Compared to the number of Chinese authors, the number of outstanding science and technology journals in China is not enough.

In 2020, the number of papers published by Chinese SCI periods accounted for 1.45%of the total number of SCI papers in the world, and the proportion of the total number of SCI papers published by Chinese authors in the same period accounted for 25.85%of the total number of SCI papers in the world.

How can domestic academic journals accelerate the level of promotion?

I think domestic academic journals can be divided into two categories, one is domestic English journals, and one is a Chinese journal.

To run English journals in China, we should improve the quality of running as much as possible and attract more excellent manuscripts. If the English journals run by Chinese only publish Chinese articles, it is necessary to run a Chinese journal. Therefore, we must attract excellent manuscripts, and excellent manuscripts can come from all over the world. How to attract these submissions? The important point is to have accumulation to allow everyone to recognize the reputation of the journal.

In this sense, I think that some Chinese science and technology journals have been handled quite well in recent years. This has a lot to do with our attention to attaching importance to and increasing investment.

Now more and more people of insight believe that Chinese journals must be done well, and in Chinese can truly introduce and spread our best scientific research results, so that we Chinese can understand the best and cutting -edge at the first time Scientific research progress. This is very important. It is a very important tool for us to improve the level of scientific research. At the same time, it is also an important window for spreading. The propagation platform must be done well.

But the internationalization of Chinese journals must not be offset. There are a considerable part of the Chinese journal, including the Journal of Physics and Chemistry, which is in charge of my supervisor. Then when we discuss it, we often say that in order to improve the influencing factors, can we absorb more English articles? To be honest, I don't agree, so it is better to get an English journal. The objects and goals of the two are different.

At the same time, there is another situation: there are also many authors who write Chinese, including Chinese students. If they can attract their attention and attract them, this can also be regarded as a starting point for Chinese science and technology journals to accelerate internationalization. I think this is a technical operation.

On the other hand, if you pursue internationalization one -sided, in order to improve the changes in the impact factor, even the original Chinese journal becomes an English journal, I think this is not the internationalization of Chinese journals.

To run a journal requires investment and accumulation

In 2013, "Nano Research (English)" set up an international nano research award. This award was nominated by the editorial board of the "Nano Study (English Edition)" and was selected by the awarding committee to commend the outstanding scientists who made significant contributions in the field of nano research and then promoted the development of nano disciplines. At present, the award has developed into one of the main awards in the field of international nano -technology, and has won the attention of the academic community. I think this is also a very good attempt and exploration, and it is a very important approach to expand the international influence of domestic journals.

Of course, we must also increase support for domestic journals. In September 2019, the Chinese Association of Science and Technology, the Ministry of Finance, the Ministry of Education, the Ministry of Science and Technology, the National Press and Publication Department, the Chinese Academy of Sciences, and the Chinese Academy of Engineering jointly launched the implementation of the "China Science and Technology Journal Excellent Action Plan" The major support project with the largest intensity, the most funds, and the widest scope is implemented. This action plan means that the government level attaches more importance and investment, and of course it is good.

Journal needs to be invested. If the treatment of the journal is getting better and better, or we can attract the best journal -just like attracting excellent scientists, I believe that the development of domestic journals will be better.
