The Secretariat was established in 2011, but the official mechanism cooperation between China, Japan and South Korea began in 1999. At that time, when the Southeast Asian countries were starting the summit, they realized that this time the Asian financial crisis depends on everyone to overcome them together. So they invited the summit of China, Japan and South Korea to participate in the Summit of ASEAN. Then a cooperation mechanism of ASEAN 10+3 is formed. During this summit, China, Japan and South Korea leaders also realized the importance of China -Japan -South Korea cooperation.
