The Ministry of Transport intends to stipulate: Encourage driving cars in some scenarios to engage in passenger operations

On August 8th, the Ministry of Transportation website publicly solicited opinions on the "Autonomous Motor Transport Safety Service Guide (Trial)" (draft for comments). The deadline for soliciting opinions is September 7, 2022.

Soliciting opinions pointed out that under the premise of ensuring transportation safety, it is encouraged to use autonomous vehicles such as a closed fast bus system to engage in urban public auto (electricity) passenger operation activities. Autonomous vehicles are engaged in taxi passenger operation activities, using autonomous cars such as autonomous cars such as the point -to -point trunk road transportation, and relatively closed roads are engaged in ordinary cargo transportation operation activities. Use self -driving cars to engage in road passenger transport operation activities. The use of self -driving cars is prohibited to engage in road transportation operations of dangerous cargo.

Among them, it is intended to put forward requirements for vehicles and personnel.

In terms of vehicle requirements, autonomous vehicles engaged in transportation operations shall meet the requirements of the national and transportation industry's relevant safety technical standards, apply for registered registration of motor vehicles in accordance with the law, and obtain motor vehicle number plates and motor vehicle driving licenses. Autonomous cars engaged in taxi passenger transportation, road transportation, and road passenger transportation operations shall also obtain the corresponding "Online Reservation Taxi Transport Certificate" or "Road Transportation Certificate" in accordance with the law. Autonomous vehicles engaged in urban public steam (electricity) passenger transportation shall also meet the relevant operating qualification requirements of the national and local city people's governments.

Autonomous vehicles engaged in transportation operations shall insure motor vehicle traffic accident liability for compulsory insurance, production safety liability insurance, and insurance vehicle third party liability insurance with no less than 5 million yuan. Autonomous vehicles engaged in road passenger transportation and online appointment taxis shall also insure the carrier liability insurance in accordance with relevant national regulations.

In terms of personnel requirements, conditional autonomous driving and highly autonomous driving cars engaged in transportation operations shall be equipped with drivers. Complete autonomous cars engaged in transportation operations shall be equipped with remote drivers or safety officers. Drivers and safety officers should pass the training and assessment of the transportation operators, master the instructions for the use of autonomous vehicles, know the risk of the running line of autonomous vehicles, and have emergency response capabilities in emergency conditions. The driver should also meet the management regulations and requirements of employees in the field of transportation and obtain the corresponding qualification certificate.

In addition, the draft of the solicitation of comments proposed that during the formulation of transportation safety guarantee schemes, transport operators should clearly clarify the running lines of autonomous vehicles away from schools, hospitals, large supermarkets and other dense places; Stop using a self -driving car for transportation operations.

Autonomous vehicles engaged in transportation operations shall have a vehicle operating status record, storage, and transmission function, and timely transmit relevant information to the transport operator and the competent transportation department of territorial transportation. When a vehicle accident or autonomous driving function fails, it automatically records and stores at least 90 seconds before the incident to at least 30 seconds after the incident. The operating status information includes at least: the changes in the basic information of the vehicle, the changes in the control mode, the remote control instructions received, the operating status, the human -computer interaction, and the image of the inside and outside the car.
