At present, with the accelerated development of my country's scientific and technological innovation, the increasing number of scientific and technological ethical challenges facing people is increasing, which is urgent to improve the scientific and technological ethical governance system and enhance scientific and technological ethical governance capabilities. In March 2022, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council jointly issued the "Opinions on Strengthening the Governance of Scientific and Technological Ethics" (hereinafter referred to as the "Opinions"), which clearly proposed to improve the scientific and technological ethical governance system and play the role of scientific and technological social groups. Scientific and technological social groups are scientific and technological workers as the main body, voluntarily composed of scientific communities with non -government and non -profit organization attributes. They are an organic part of the national scientific and technological innovation system and an important support for scientific and technological ethical governance.
As an important carrier of a high -level science and technology worker, technology communities have independent legal person qualifications, flexible organizational networks and rich governance experience, and have a good foundation and unique advantage in scientific and technological ethics governance. Giving full play to the role of science and technology communities in scientific and technological ethics governance is one of the important measures to accelerate the construction of a scientific and technological ethics system with Chinese characteristics, effectively prevent and control science and technology ethics risks, and achieve high -level technology independence and self -reliance. Specifically, scientific and technological communities should find their own positioning in scientific and technological ethics governance, and play a greater role in responding to the ethical issues and challenges brought about by scientific research and development, and the evaluation and specifications of optimizing the professional ethics of science and technology workers.
Play the role of "teaming team" in scientific and technological ethics governance. The "Opinions" clearly requires that "related societies, associations, research associations and other scientific and technological social groups should organize mobilization of scientific and technological personnel to actively participate in scientific and technological ethical governance." As an important bridge and link between the party and the government to contact science and technology workers, technology communities have obvious organizational advantages. At the same time, the strong human resources foundation and flexible network organization structure of science and technology communities can well meet the needs of scientific and technological ethical governance of multi -disciplinary and multi -context. To give full play to the role of the "group team" of science and technology communities, one is to comply with the establishment of a "team" for scientific and technological ethics review. For emerging disciplines or highly integrated disciplines, the scientific and technological community with similar or related science and technology communities can jointly form a scientific and technological ethical censorship consortium, and and with the professional scientific and technological community. Higher universities, research institutes and other cooperatives explore the establishment of regional science and technology ethics review centers. The second is to set up the "team" of scientific and technological ethical risk monitoring and early warning. For example, various scientific and technological associations set up the professional committee of science and technology ethics risk monitoring and early warning of the corresponding disciplines, and closely track the frontiers of the scientific and technological development of this discipline. Based on the principles of improving human welfare, respect for life power, adherence to fairness and fairness, reasonable control of risks, and maintaining openness and transparency, we will focus on the improvement of cutting -edge research ethical standards for cutting -edge technology such as artificial intelligence, the Internet of Things, cloud computing, quantum information, brain science, and genetic science. The ethical red line of science and technology research tighten the ethical "fence" for the development of science and technology. The second is to formulate standards for scientific and technological ethical governance. Scientific and technological communities are important builders of research and exchange platforms and important promoters of scientific popularization.
