The "Regulations" clarify the regulation of account information management, requires Internet information service providers to fulfill the responsibility of account information management, and equipped with professionals and technical capabilities that are compatible with the service scale; , Safety content, ecological governance, emergency response, personal information protection and other management systems; improve mechanisms for complaint report acceptance, screening, disposal, feedback, etc.; establish and improve the credit management system of Internet user accounts; Take corresponding disposal measures.

Internet information service providers with information release and instant messaging services for Internet users should conduct real identity information authentication; the account information submitted by Internet users during and in use should be verified; the account information page shall be on the account information page Display the Internet agreement address of the Internet user account within a reasonable range, and facilitate the public to supervise the public interest.

The "Regulations" clarify the relevant requirements of carrying out supervision and inspection and pursuit of legal responsibility, and stipulate that the network information department will establish a sound working mechanism with relevant competent authorities to cooperate with the information supervision and management of Internet user accounts. The online information department shall supervise and inspect the management of Internet information service providers to manage Internet user registration and use account information.
