The new regulations for the United States to expand and suppress Chinese chips

Author:Global Times Time:2022.09.13

Reuters quoted people familiar with the matter on the 12th that the Bayeng government plans to expand the restrictions on the export of artificial intelligence chips and chip manufacturing equipment to American companies next month.

Reuters exclusively reports that the US Department of Commerce is intending to issue new regulations based on the export restriction issued by the three American chip production equipment companies earlier. According to Bloomberg, in the last two weeks of July, all American chip production equipment manufacturers received letters from the Ministry of Commerce from the United States, asking these companies not to export the production equipment of 14 nanometer and below chips to China, unless the ministry obtains the ministry license. Panlin, Kelei, and Application Materials Company of the US chip and equipment providers have publicly stated that they have received relevant letters from the US Department of Commerce. Reuters also revealed that the US Department of Commerce intends to compile the new export license requirements issued to Nvidia and AMD last month into new restrictions, that is, stop exporting artificial intelligence computing chips to China, unless the US Department of Commerce is permitted.

Reuters said that the letter sent by the US Department of Commerce to the chip company enabled it to bypass the lengthy rules and quickly implement the related restrictions on chip exports. However, these export restrictions are only applicable to companies that receive related letters. If the restrictions in these letters are transformed into export restrictions, it will expand the scope of influence, which may be restricted by other American companies that produce similar technology products, such as Intel and Storbras Systems. According to a source, the new regulations of the Ministry of Commerce may also make a license requirements for products containing target chips that are transported to China. It is known that Dell, Hewlett -Packard, and ultra -micro -produced data center servers all contain Nvidia A100 chips.

The Biden government has released measures to restrict the export of advanced process chips and its production equipment to China this year. Xiang Lili, a senior observer of the communications industry, said in an interview with the Global Times reporter on the 12th that in the short term, the US restriction policy will interfere with China's establishment of 14 nanometer and below chip production lines, causing Chinese companies to delay when purchasing related chip production equipment. , Can't even buy it, which will have a realistic impact on China. However, it is precisely because of the United States that the Chinese chip industry is also committed to establishing the production capacity of independent scientific research technology. The high -end GPU (graphic processor) is banned from exporting to China and will have a certain impact on China's artificial intelligence and high performance computing in the short term, but there are currently about 20 companies in China for GPU design and research and development. From this perspective, the restriction of exports to the United States also means that American companies arrest these markets to Chinese companies that are developing rapidly. ▲
