Since the beginning of this year, the Hebei Provincial Department of Water Conservancy has closely focused on improving the comprehensive guarantee of flood prevention, water supply and ecological safety, and planned to implement 385 water conservancy projects. During the year, it plans to complete an investment of over 56 billion yuan. As of the end of June, the investment has been completed by 31.36 billion yuan, an increase of 27.11 billion yuan over the same period last year, and the investment amount is third in the country.

In the first half of the year, the Provincial Department of Water Resources increased the project planning, adopted a list of unilateral printed annual water conservancy construction projects, clarified the investment scale and time nodes, established work accounts, and composed the responsibility of the city and counties. At the same time, the establishment of the leadership package system for the establishment of the department to promote the early construction, early completion, and benefit of the project.

The Provincial Department of Water Conservancy issued the "Twelve Policies and Measures on Accelerating the Construction of Water Conservancy Infrastructure", further revitalizing water conservancy resource assets, signed cooperation agreements with the State Bank of Hebei Branch, and studied and introduced PPP models, REITS pilots, and financial institutions to support water conservancy for water conservancy. A series of guidance, accelerate the construction of a new concept of water conservancy investment and financing, and provide guarantees to further attract social capital and financial funds. At the same time, establish a scheduling and notification system, classify the completion of the investment of water conservancy projects into the assessment of the river and lake length system and the comprehensive governance assessment of the groundwater superposition, give full play to the role of the "command stick", and urge localities to accelerate the progress of the preliminary work and engineering construction of the project.

As of the end of June, the Provincial Department of Water Resources has won 7.74 billion yuan in central funds, 2.08 billion yuan in provincial -level arranged funds, and 17.44 billion yuan in local government special debt quotas. At present, the projects that have issued central funds and implementation of funds have been completed, and the preliminary work has been completed.
