2022 filing declaration begins with a maximum of 6 million yuan for new provincial R & D institutions.

Recently, the Heilongjiang Provincial Department of Science and Technology and the Provincial Department of Finance jointly issued the "Notice on Carrying out the 2022 Provincial New R & D Institution File Application Work" to launch the 2022 provincial -level new R & D institution filing and declaration work. According to the "Implementation Rules for the Implementation of the Development Measures for the Promotion of New R & D Institutions in Heilongjiang Province", the new R & D institution can receive up to 6 million yuan subsidy.

According to the relevant person in charge of the Provincial Department of Science and Technology, the new R & D institution is to focus on the needs of scientific and technological innovation. It is mainly engaged in scientific research, technological innovation and R & D services, the diversification of investment entities, modernization of management systems, marketization of operating mechanisms, and flexible employment mechanisms. Can be registered as science and technology private non -enterprise units (social service agencies), institutions and enterprises.

The filing requires seven conditions, one is to have an independent legal person qualification; the other is to have a clear business development direction; the third is to have a flexible and open internal control mechanism; the fourth is to have a certain source of asset scale and stable income source; the fifth is stable with stability R & D investment and R & D personnel; sixth is to have the basic conditions for R & D; seventh, there have been no violations of laws and regulations or severe dishonesty in the past three years.

The Provincial Department of Science and Technology will entrust the expert group to review and evaluate the application materials and on -site inspections, and determine the list of new R & D institutions to be recorded and supported. After the publicity has no objection, it will be given to the provincial -level R & D institution for filing and support.

For new R & D institutions that have been supported by the initial construction construction or performance awards, they will not be repeated within three years. In the previous year, it was repeatedly supported by the performance awards such as the performance awards of the provincial science and technology innovation base, and no longer enjoyed the support of the performance award supplement of the new R & D institution.
