Notice of the General Office of the Ministry of Agriculture and Rural Affairs on the monitoring of the national key leading enterprise of agricultural industrialization

In order to implement Document No. 1 in 2022 and the "Implementation Opinions of the Ministry of Agriculture and Rural Affairs on Implementing the Comprehensive Promoting the Deployment of the Key Work of Rural Revitalization in 2022" (Nongfa [2022] No. 1) Leading Enterprise identification and operation monitoring and management measures "(Agricultural Economic Economics and Fa [2018] No. 1, hereinafter referred to as the" Measures "), the Ministry of Agriculture and Rural Ministry decided to carry out the tenth national key enterprise of agricultural industrialization (hereinafter referred to as" national key leading enterprises " )monitor. The relevant matters are notified as follows.

1. Monitoring object

From 2019 to 2020, the national key leading enterprises that have been identified and monitored and repaired.

2. Monitoring procedure

(1) Fill in enterprises. Provincial agricultural and rural departments shall, in accordance with the Measures, organize key national leading enterprises within the scope of monitoring in their jurisdictions to fill in monitoring materials.

(2) Provincial audit. The provincial agricultural and rural departments are reviewed in accordance with the requirements of the Measures, reviewing the materials filled in by the monitoring enterprises, and proposed suggestions for monitoring results with the member units of the provincial agricultural industrialized joint conferences. If there is a supplementary enterprise, it is necessary to report to the responsible comrades of the provincial people's government for review. Suggestions and related materials for monitoring are reported to the Ministry of Agriculture and Rural Ministry in the name of the provincial agricultural and rural departments.

(3) review review. The Ministry of Agriculture and Rural Affairs conducts formal review and expert review on monitoring materials organizations, and puts forward monitoring opinions. The joint meeting of the National Agricultural Industrialization Council reviewed the monitoring opinions, determined that the tenth national key leading enterprise monitoring qualified enterprises, eliminating enterprises and supplementary enterprises, and publicized the list of supplementary enterprises.

Third, material reporting

The agricultural and rural departments of all provinces (autonomous regions and municipalities) are requested to submit 1 paper materials for the following paper materials by July 22, 2022.

(1) Suggestions for monitoring results. Including monitoring processes and practices, monitoring the business development of qualified enterprises, joint farmers and farmers, and renamed, the reasons for the elimination of unqualified enterprises, supplementing the basic situation of the enterprise, the list of unqualified, unqualified and supplementary enterprises, and provided provincial -level provincial level Relevant certification materials agreed by the members of the joint meeting of agricultural industrialization. If there is a supplementary enterprise, the provincial people's government will provide relevant certification materials approved by the responsible comrades of the provincial people's government.

(2) Monitoring and declaration form (see attachment) of national key leading enterprises. The provincial agricultural and rural departments that are preliminarily monitoring and supplementary enterprises must be filled in in the information system (http://202.127.46.84), and printed paper materials with watermarks with "national key leading enterprise monitoring materials" through system printing.

Fourth, relevant requirements

(1) Strictly follow the requirements of the Measures, eliminate unqualified enterprises, and make up for enterprises with good growth and strong driving force. For enterprises recommended by poverty alleviation areas, they can be appropriately relaxed; enterprises engaged in grain and oil, breeding industry, and enterprises registered in the county are preferentially replenished, and they are indicated in the list of supplementary enterprises. In accordance with the principle of equivalent supplementation, it is not allowed to be reported. All the reports will be returned to the submission and will not be accepted for overdue.

(2) Strictly abide by the relevant discipline and regulations, shall not leak the relevant information of the monitoring enterprise. It is strictly forbidden to treat the enterprise through uniform means or private trading behavior, affect the fairness of monitoring, and effectively monitor fair and clean monitoring.

(3) Leading enterprises should be responsible for the authenticity of the application materials and must not fake them. Provincial agricultural and rural departments shall review and check the integrity, authenticity, electronic version and paper version of the integrity, electronic version and paper version. Once verified as fake behavior, the enterprise is eligible for declaration.

Second, copy of the business license of the enterprise.

3. Introduction to the development of agricultural industrialization of enterprises (about 3000 words). Explain that the economic operation of the enterprise, the construction of raw materials production bases, the development of rural industries, the connection method of the interests of enterprises and farmers (detailed explanations of the cooperation and joint -stock cooperation system), the income increase of farmers' employment, and providing agriculture to farmers with agriculture Production and operation services, etc.

Fourth, the 2020 and 2021 corporate assets and benefits issued by accounting firms (financial accounting statements). Related accounting statements must be stitched by accounting firms or stamped on each page. The group company should provide the group's financial merger statement description.

Fifth, corporate credit certificate issued by bank accounts. After the enterprise's account opening bank query the credit system of the People's Bank of China, the specific description of the issue of the company's credit information from 2020-2021.

6. Certificate of corporate taxation issued by tax departments above the county level (including) or above. It is necessary to explain whether the enterprise has major tax -related violations within three years (January 2019 to December 2021).

7. Prove the quality and safety of agricultural rural areas or other legal regulatory departments above the county level (inclusive). Explain whether the company has product quality and safety from 2020 to 2021. 8. Enterprises issued by agricultural and rural departments above the county level (inclusive) drive the situation of farmers. Explain that the company's interest connection methods, the number of farmers, and the income of farmers increased the number of farmers from 2020 to 2021.

Nine, enterprises should enjoy the implementation of preferential policies. Explain the policy support of fiscal, taxation, credit, exports and other aspects enjoyed by enterprises from 2020 to 2021.

10. The situation of the company's performance of social responsibility (around 2000 words). If the following certification or honor is obtained, a copy of the certification materials must be attached: obtain the "green food, organic agricultural products and agricultural geographical indicators" certification, obtain export filing, build a special research and development institution, obtain scientific and technological awards or honors at the provincial level, through ISO9000 , HACCP and other quality certification.

The materials provided by the group company should reflect the entire group's entire appearance and major industries and regions as much as possible. The renamed enterprises need to provide market supervision and management departments agreeing with the materials of the enterprise to change their names, a copy of the business license after renamed corporate business, and the explanation of the reasons for renamed enterprises and original enterprises. The name and corporate seal used when reporting the monitoring materials should be consistent with the business license after the renamed enterprise.

If the paper material provided by the enterprise is a copy, scanned parts, color printers and other replicas, the corporate official seal should be stamped on each page of the replication parts, or the riding seal is covered on the material to ensure that the replication parts reported are the same as the original. After the enterprise is booked the above materials (do not use other binding methods), it is submitted to the provincial agricultural and rural departments.
