Reform, innovation, enhance agricultural green development momentum

Agricultural green development is an important part of the construction of ecological civilization, and it is also an inevitable choice to comprehensively promote rural revitalization. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has attached great importance to the construction of ecological civilization, and the green development of agricultural has made positive progress. The "Opinions of the Central Committee of the Communist Party of China and the State Council of the Central Committee of the Communist Party of China on doing a good job of comprehensively promoting the key work of rural rejuvenation in 2022" further deployed specific deployment of the green development of agricultural and rural areas. What needs to be seen is that the development of agricultural development has accelerated the new stage of green transformation and faces some complexity, long -term and systematic problems. It can enhance agricultural green development momentum by reform and innovation.

Agricultural green development needs to solve the problem of complexity. Agricultural production is highly dependent on natural conditions and needs to be based on a good origin environment and agricultural ecosystem. The green development of agriculture especially needs to balance the relationship between agricultural output and ecological environmental protection. The complexity of agricultural green development is concentrated in policy design and implementation. At the design level, agricultural support policies are facing "multi -goal", and they need to balance between agricultural production -oriented orientation and green ecological orientation. At the implementation level, due to the large agricultural production, wide range, and many subjects, the management department is difficult to identify the green production behavior of farmers, and it is difficult to effectively monitor the ecological environment problems in the agricultural production process. Monitoring statistics data is weak. At the same time, in the context of my country's promotion of "double carbon", the connotation of agricultural green development is also expanding. The "Fourteenth Five -Year Plan" National Agricultural Green Development Plan put forward higher and more comprehensive requirements for agricultural green development.

Agricultural green development needs to solve long -term problems. In the long run, in order to ensure the safety of food, my country's total agricultural output needs to continue to grow, and the effective policy system is required to drive green transformation. At present, my country's agricultural green development policy framework has been initially formed, and some systems need to be further reformed and improved. From the perspective of the use of agricultural investment, the situation of agricultural face source pollution is still severe. From the perspective of resource utilization efficiency, the green development of agricultural agricultural needs to improve the efficiency of resource utilization by continuously improved the incentive and restraint mechanism.

Agricultural green development needs to solve systemic problems. Agricultural green development is a systematic project that involves the optimization of agricultural production systems, coordinated with industrialized urbanization, and the construction of green agricultural products market. On the one hand, agricultural green development requires coordinated promotion of agricultural production and operation methods, agricultural space layout systems, green ecological policy support systems, and scientific and technological innovation and promotion systems. On the other hand, with the advancement of industrialized urbanization, it is also necessary to improve the modernization level of agricultural scale and innovate agricultural production and operation methods to create conditions for green agricultural technology applications and agricultural social services. It must also be seen that the relevant green standard systems related to agricultural products and agricultural input products are not yet complete, and the green agricultural product certification system is not sound. It is difficult to effectively play the market -oriented mechanism of driving agricultural green production through green consumption.
