At present, my country's industrial development is in a critical period of transformation from "traditional manufacturing" to "innovation -driven". Strategic emerging industries have played an important role in industries with intensive knowledge technology and huge growth potential, and play an important role in the innovation -driven development strategy. The "Fourteenth Five -Year Planning of the National Economic and Social Development of the People's Republic of China and the Outline of the 2035 Far Scenery Target" clearly stated that it focuses on seizing the opportunity of future industrial development, cultivating leading and pillar industries, and promoting the integration of strategic emerging industries , Clustering and ecological development. This requires different innovation subjects to coordinate with each other and comprehensively use a variety of innovative elements to achieve scientific and technological innovation goals.
Strategic emerging industry scientific and technological innovation is a complex system engineering. Each subject in the system has both spontaneous and disorderly independent movements and an orderly common movement formed by interconnected. Optimize the combination and generate an orderly innovation structure. As the core subject of scientific and technological innovation, strategic emerging industry enterprises need to strengthen cooperation with other external entities, and fully obtain and use diversified innovative element resources, transform from a linear innovation model to a non -linear innovation model, so as to play "1+1 +...+1 (n 1)> N "collaborative innovation effects. The specific implementation strategies include the collaboration of innovation subjects, collaborative innovation elements, and collaboration between innovation behaviors.
Innovative subject collaboration
Establish a scientific and technological innovation ecosystem coordinated by innovation. Strategic emerging industries are an innovation system jointly participated by multiple subjects. They assume their respective roles and interact in scientific and technological innovation. From the perspective of ecology, this is highly similar to the ecosystem that is composed of different ecological entities to exchange material energy. Strategic emerging industrial enterprises are in the technology ecology, and are market entities for technological research and development and product innovation; learning and research institutions are in the knowledge ecology of knowledge and are the mainstakes of scientific research and knowledge. Government departments are in policy ecology. They are related scientific and technological policies and industrial policies. The main body of formulation; investment and financing institutions, etc., are in the market service ecology, and are the main body of integration and providing innovative funds. Based on the advantages of their own innovation resource elements, these subjects focus on the strategic emerging industry scientific and technological innovation goals, and through the establishment of an enterprise -centered scientific and technological innovation ecosystem, strengthen interaction on the basis of common interests to promote the flow of innovation elements, and generate the network effect of collaborative innovation network effects , So as to accelerate the research and development breakthroughs and technical improvement and application of strategic emerging industries. To build a scientific and technological innovation ecosystem, we must do a good job of strategic collaboration between the subjects and organizational collaboration to cultivate a stable and close cooperative relationship.
On the one hand, strategic emerging industrial enterprises should conduct in -depth communication with universities, scientific research institutions, government departments, and market service organizations, achieve common and mutually beneficial scientific and technological innovation strategic goals, and become symbiotic innovation partnerships. Each subject can continue to carry out formal and informal exchanges by setting up a long -term cooperation agreement or forming a psychological contract to form consistent action standards, thereby continuously improving the efficiency of collaborative innovation. At the same time, the subjects must integrate different types of resources into the system under strategic collaboration, optimize the allocation of innovative resources in accordance with the rules of cooperation and mechanisms, and maximize the complementary advantages of strategic collaboration and innovation. On the other hand, different subjects must overcome the differences in organizational goals and organizational structure in collaborative scientific and technological innovation, and adopt the governance arrangements of hybrid organizations, that is, multiple organizations focus on the value of scientific and technological innovation. Flowing, through mixed organizations such as the construction and development of the emerging industry science and technology innovation park, the introduction of enterprise R & D and production departments, scientific research institutions, policy docking offices, and market service organizations, cultivate good strategic emerging industry science and technology innovation ecosystems, and achieve multiple subject collaboration The symbiosis and prosperity below.
