1. The issuance of local government bonds in the country

(1) The issuance of the month.

In May 2022, 753.6 billion yuan of new bonds issued nationwide, of which 121.6 billion yuan in general bonds and 632 billion yuan in special bonds. 454.1 billion yuan in re -financing bonds issued nationwide, of which 310.7 billion yuan in general bonds and 143.4 billion yuan in special bonds. In total, 1207.7 billion yuan in local government bonds issued nationwide, of which 432.3 billion yuan of bonds and 775.4 billion yuan in special bonds.

In May 2022, the average issuance period of local government bonds was 13.0 years, including 8.1 years of general bonds and 15.7 years of special bonds.

In May 2022, the average issue interest rate of local government bonds was 3.04%, of which 2.89%of the average bonds and 3.13%of special bonds.

(2) Release from January to May.

From January to May 2022, 244.45 billion yuan of new bonds issued nationwide, of which 410.6 billion yuan in general bonds and 2033.9 billion yuan in special bonds. 872 billion yuan in re -financing bonds issued nationwide, of which 478.7 billion yuan in general bonds and 393.3 billion yuan in special bonds. In total, 3316.5 billion yuan of local government bonds issued nationwide, of which 889.3 billion yuan in general bonds and 2427.2 billion yuan in special bonds.

From January to May 2022, the average issuance period of local government bonds was 13.7 years, of which 8.3 years of bonds and 15.7 years of special bonds.

From January to May 2022, the average issuance interest rate of local government bonds was 3.07%, of which 2.90%of the average bonds and 3.14%of special bonds.

(3) The principal and interest should be repaid from January to May.

From January to May 2022, local government bonds paid 535.6 billion yuan in principal, of which 449.7 billion yuan of repayment of re-financing bond repaid the principal, and fiscal funds were repaid 85.9 billion yuan. In May, the principal was repaid for 243.8 billion yuan.

From January to May of 2022, local government bonds paid a interest of 393.8 billion yuan. Among them, the interest of local government bonds was 98 billion yuan in May.

2. The balance of local government debt in the country

After review and approval of the fifth meeting of the 13th National People's Congress, the national government debt limit for 2022 was 37647.430 billion yuan, of which the general debt limit was 15828.922 billion yuan, and the special debt limit was 21818.508 billion yuan.

As of the end of May 2022, the balance of local government debt in the country was 3325.9 billion yuan, which was controlled within the limited amount approved by the National People's Congress. Among them, the general debt was 14366.8 billion yuan, the special debt was 188.841 billion yuan; the government bonds were 33.888.7 billion yuan, and the government bonds in the form of non -governmental bonds were 162.2 billion yuan.

As of the end of May 2022, the remaining average of local government bonds was 8.0 years, including 6.1 years of general bonds and 9.5 years of special bonds; the average interest rate was 3.46%, of which 3.47%of the average bonds and 3.46%of special bonds.

3. Local government bond issuance data shall be based on the day statistics of the provincial government's successful issuance of local government bonds.

5. The balance of local government bonds has changed compared with last month. It was mainly issued by the local government bonds accordingly within 2022 new local government debt limits approved by the State Council.
