At the same time, my country also faces some difficulties and problems in strengthening the construction of the digital government and promoting the overall intelligence of the government, such as the lack of "institutional supply" of the "information island", the "institutional supply" of data opening, and the advantages of digital technology in the reform of the administrative system. These difficulties and problems need to be resolved in continuously strengthening the construction of the digital government and the advancement of the government's overall intellectual governance.

Establish the concept of overall intelligence. Thought is the precursor of action. Strengthening the construction of digital government, promoting the overall intelligence of the government, and transforming ideas is the prerequisite.
