The Ministry of Water Conservancy on the Registration of Supervision Engineers (Water Conservancy Engineering)

According to the "Notice of the Ministry of Water Conservancy on the Administrative Measures of the Registration Supervision Engineer (Water Conservancy Engineering)" (Water Construction [2022] No. 214), the Ministry of Water Conservancy decided to carry out the supervision engineer (water conservancy engineering) from June 21 (hereinafter referred to as the abbreviation Water Conservancy Supervision Engineer) Registration. The relevant matters are announced as follows.

Scope of acceptance

Initial registration, continuing registration, changing registration and cancellation of registration of water conservancy supervision engineers.

Application materials

(1) Initial registration

Those who meet the registration conditions shall apply for initial registration in a timely manner in accordance with regulations. The initial registration period is valid for 4 years. Applicants should submit the following materials:

1. Promise (see Annex 1);

2. Initial registration application form (see Annex 2);

3. Labor contract (retirees should provide effective retirement certification related materials and labor contracts);

4. Social insurance insurance payment materials (retirees should provide valid accidental damage insurance insurance payment materials);

5. Excellent application for initial registration exceeds the specified period of time, and shall provide a certificate of qualification for continuing education for not less than 30 hours of the year; if the registration is re -applied for registration, it shall provide it from the year of the registration and registration of the year. Less than 30 hours or more than three years of continuing education qualification certificates.

(2) Continue registration

Those who continue to practice when the expiry of the validity period of the water conservancy supervision engineer shall continue to apply for continuing registration before the expiration of the validity period. The validity period for continuing registration is 4 years. Applicants should submit the following materials:

1. Promise (see Annex 1);

2. Continuing the registration application form (see Annex 3);

3. Labor contract (retirees should provide effective retirement certification related materials and labor contracts);

4. Social insurance insurance payment materials (retirees should provide valid accidental damage insurance insurance payment materials);

5. Passing for continuing education for no less than 30 hours during the registration period.

(3) Change registration

If the water conservancy supervisory engineer needs to change the registration major within the validity period, if the registration is required to change the registration; if the name of the practice unit or a practice unit is changed, it shall signed a labor contract (or labor contract) or a practice unit name change with the current employment unit. Apply for changes within 30 days from the day. Applicants should submit the following materials:

1. Promise (see Annex 1);

2. Change the registration application form (see Annex 4);

3. If you change the practice unit, the labor contract and social insurance participation payment materials signed with the current hired unit shall be submitted (retirees shall provide effective retirement certification related materials, labor contracts, and accident insurance insurance insurance for insurance insurance).

(4) Logging out and registration

If the water conservancy supervisory engineer stops practicing within the validity period, it shall apply for cancellation and registration and submit the registration application form (see Annex 5).

Procedure

The registration of water conservancy supervision engineers implemented the "online office", "handling at any time", and "not seeing the process". The entire process of registration, acceptance and permission of the registration is on the government service platform of the Ministry of Water Resources (https://spjc.mwr.gov.cn/). The applicant logs in to the Ministry of Water Resources' government service platform and submits application materials online. The Ministry of Water Resources has decided whether to accept within 5 working days from the date of receiving the application materials. From the date of acceptance, it decides whether to register within 15 working days, and issue a registration certificate for applicants who are registered. Applicants can check the progress and results through the government service platform of the Ministry of Water Resources.

Special seal, registered certificate and practice seal

(1) From the date of the announcement of this announcement, the Ministry of Water Resources has launched the electronic seal of the "Special Seal of the Ministry of Water Resources (Water Conservancy Engineering) Registration of the Ministry of Water Resources of the People's Republic of China", which is dedicated to the registration of water conservancy supervision engineers.

(2) In accordance with the requirements of the "General Office of the State Council on accelerating the expansion of the application field and the academic and mutual recognition of the national interoperability", the water conservancy supervision engineer's registered certificate is implemented electronic, and the electronic registered certificate type "National Integrated Online Government Service Platform Electronics Electronics Certificate and Management Supervision Engineer (Water Conservancy Engineering) Registration Certificate (Specific Sample See Annex 6).

(3) Water conservancy supervision engineers can log in to the government service platform of the Ministry of Water Resources to view and download electronic registration certificates, and add information such as using scenarios and validity periods to prevent the use of electronic registration certificates from the use of non -personal authorization. If the electronic registration certificate information is changed, it is necessary to download it again.

(4) Relevant units and individuals can inquire and verify the registration information of water conservancy supervision engineers through the "query service" column of the Ministry of Water Resources' government service platform. The Ministry of Water Conservancy will complete the two -dimensional code query function development and provide corresponding services by the end of 2022.

(5) Water conservancy supervision engineer shall produce a practice seal in accordance with the relevant style (see Annex 7).

Supervision and management

(1) Registration of water conservancy supervision engineers is responsible for the authenticity and effectiveness of the application materials. If the applicant concealed the relevant situation or provided a false material application for registration, the Ministry of Water Conservancy will not accept or give a warning, and give a warning, record the information of the applicant's bad behavior records and publicize it on the national water conservancy market market supervision platform.

(2) If the applicant obtains registration with improper means such as deception and bribery, the Ministry of Water Conservancy will revoke it. The applicant's interests based on this registration are not protected and shall bear the corresponding legal liability.
