Specifically, the first is to strengthen the full chain governance of the product. Excessive packaging is difficult to achieve overnight, and it is difficult to rely on the power of a department to complete. The "Notice" closely follows the entire process of each link, clarifies the requirements of the work, and forms a joint force. Including strengthening technological innovation in the packaging field, preventing excessive packaging of commodity production links, avoiding excessive packaging products, and promoting the reduction of packaging in the delivery link.

The second is to strengthen regulatory law enforcement. On the one hand, the "Notice" requires further refining the production, sales, delivery and other links to restrict over packaging supporting policies; on the other hand, highlight the key points, innovate law enforcement supervision methods, focus on moon cakes, rice dumplings, tea, health foods, cosmetics and other key products , Strictly investigate and deal with relevant illegal acts in accordance with the law.

The third is to improve the support system, including improving laws and regulations, improving the standard system, increasing policy support, and strengthening industry self -discipline.
