2. Fund management

(2) Support standards

4. The support funds for the construction of the county level for the construction of the three -level logistics distribution system of the county and rural areas should be in the range of 20%to 50%of the total subsidy funds.

6. (3) Do not support content

1. 6. Other related projects with clear stipulation and requirements should not be supported.

Third, project management

(3) Project implementation. For projects that are implemented by the state and city, the state people's government arranges relevant units as the main body to implement the key projects of county -oriented projects such as cross -regional logistics, supply chains; Implement project construction. The implementation cycle of the county commercial construction action project in 2022 is in principle, and the acceptance should be completed by the end of March 2023 at the latest. The people's governments of each state, county (city, district) shall sign the project contract (agreement) with the project organizer, clarify the requirements of the project construction time limit, standards, etc., and complete the project construction, performance evaluation and acceptance according to the time limit requirements.

(4) Project supervision. The first is to strengthen compliance management. The people's governments and relevant departments of each state, county (city, district), and relevant departments shall strengthen scientific management, refine project management systems, standardize management procedures, refine supervision measures, strengthen compliance in accordance with laws, prevent violations of false declarations, and set up subsidies Behavior. The second is to strengthen progress management. Strictly control the implementation plan and project contract (agreement) of the construction action, check whether the actual progress of the project is carried out in accordance with the plan, and timely supervise the rescue and rectification in time to ensure that the project construction is completed on time, quality, and quantity. If the effect of failing to rectify and rectification will not meet the requirements, the subsidy funds shall be recovered and the responsibilities shall be held accountable in accordance with the law. The third is to strengthen operation management. Clarify the responsibility of the project construction of the organizer, to recover the subsidy funds in a timely manner for the occurrence of large -scale production safety accidents or quality accidents, and cause adverse effects on the society.

(5) Project acceptance. The state and municipal people's governments are responsible for organizing their own and affiliated county -level projects. The acceptance work shall be implemented in accordance with the implementation plans and project lists of various places, and scientifically regulate the work goals, performance goals, project construction standards and requirements. The project acceptance should be completed before the end of March 2023 and reported to the Provincial Department of Commerce in a timely manner. The people's governments of each state, county, county (city, district) should implement the asset supervision of construction projects, and clarify the responsibility of asset rights and the main body of management and protection. Fourth, performance management

Through the support of the central subsidy funding, the county's commercial construction actions in 2022 to implement the following performance goals: 1. 5. Work requirements

State and municipal competent departments should strengthen work overall planning, earnestly fulfill their main responsibilities, and increase supervision and guidance. (2) Strict supervision and assessment.
