The notice clarified 11 policies and measures:

The first is to strengthen the governance of the entire chain of the commodity. Strengthen technological innovation in the packaging field, and promote the overall packaging solutions of packaging companies with reasonable design, materials saving, recycling, and economical applicable. Prevent the production links of commodity production links, urge the guidance of product producers to produce products in strict accordance with the compulsory standards of overpasuring goods, and disclose the relevant standard numbers and names that they execute. Avoid oversized packaging products, supervise the guidance of product sellers to refine procurement and sales links to restrict the relevant requirements for over packaging of goods. Promote the reduction of packaging in the delivery link. Strengthen packaging waste recycling and disposal.

The second is to increase regulatory law enforcement.
