Liu Haicheng said that as the northernmost free trade pilot zone in my country, in the past three years, it has effectively played the important role of "the development of the country's test system" and "development for Longjiang". With institutional innovation as the core, a total of more than 200 institutional innovation results were generated. New breakthroughs in channel construction. Cross -border economic and trade cooperation blooms more. From January to July this year, the total import and export of Heilongjiang Pilot Zone achieved 19.5 billion yuan, an increase of 50.3%year-on-year, accounting for 13.4%of the total foreign trade in the province, and the increase was 18.4 percentage points in the province. Cross -border financial cooperation highlights the initiative. The Heilongjiang Free Trade Zone has accelerated financial reform and innovation along the border, establishes the financial service system of the government, banks, enterprises, guarantees, and funds, and builds a regional financial service center for Northeast Asia. Harbin Bank created a "one -stop" settlement service center to Russia, and cumulative total cross -border RMB business volume was nearly 8 billion yuan. The Suifenhe District has taken the lead in carrying out Russian natural persons and entrusted agents to handle cross -border RMB payment business. Suifen River opened the first land transfer channel of the province's first rubles, and carried out special financial services such as "cross -border settlement of foreign natural persons in the Mutual Trade Zone".
