Special attention | Note!AMSA will strengthen the inspection of "ship plan maintenance" in routine PSC

Recently, the Australian Maritime Safety Agency (AMSA) issued a maritime notice reminding ship operators to pay attention to the importance of maintaining maintenance to ensure the safe operation of ships, and emphasized that it will strengthen the attention of ship planning maintenance during the current PSC inspection.
AMSA said the recent incidents show that the lack of effective maintenance of ship hosts and power generation systems will have serious risks to the safety and pollution -free operation of the ship and may cause very serious consequences. To this end, AMSA responded quickly and will strengthen the inspection of "ship plan maintenance" in routine PSC.
During the PSC inspection, AMSA will increase the attention of ship promotion and auxiliary equipment and related departments, and will adopt necessary compliance operations to solve any determined problem areas. Ship -grade socialized shipwriters may personally participate in the inspection to verify the condition of the key equipment of the ship and their continued operations to maintain the applicability of safety operations under various navigation conditions.
AMSA pointed out that ship operators should pay attention to that this is not a time -limited centralized inspection (FIC) or centralized inspection (CIC) activity, but continuous attention to the areas that have been determined to pay attention.
ISM rule
The maintenance of ships and equipment is the requirements of ISM rules, including:
● Regular maintenance inspection;
● Report any situation that does not meet the requirements and the possible reason for known;
● Take appropriate correction measures;
● Keep record for such activities.
Regarding maintenance, the ISM rule stipulates the safety management system (SMS) of the ship (SMS):
● Determine equipment and technical systems that cause dangerous situations if suddenly failure;
● Provide specific measures (that is, regular testing all equipment, including non -continuous use of spare equipment or systems) to ensure the continuous reliability of such equipment or systems.
Finally, proper resources are required to carry out maintenance activities, and maintenance procedures must be recorded.
FIC checklist
In fact, AMSA has conducted a "ship plan maintenance" centralized inspection (FIC) from January to March this year. AMSA provides the following checklist to help everyone prepare for the inspection in advance. The SQE Marine consulting company provides some suggestions for these issues.
1. Do you regularly check the life -sale boat scripted, especially through the area of the pulley?
PSCO will not only check the hanging boat scoop and dynamic test. All life -saving systems shall meet the requirements of SOLAS, and the life equipment shall be conducted according to the weekly, monthly, every five years, and every five years.
2. Does the ship use the job license procedure?
Common tasks that may involve the operation permit system on board include: entering closed space, hot workers/cold work, high -altitude operations (or out -out operations), release of life -saving equipment, electrical operations.
3. Does the IMO fixed carbon dioxide fire extinguishing system guide in the maintenance plan?
The fixed carbon dioxide fire extinguishing system should maintain a good working state and use it at any time. Maintenance and inspection should be carried out according to the ship maintenance plan and ensure the reliability of the system.
4. Is the air pipe leading to the carrier and other cabins be maintained after inspection?
When the liquid is pumped or pumped out, the air tube can prevent over pressure or vacuum in the cabin. When the air pipe is blocked due to wear after a period of operation, it may no longer maintain a sufficient amount of air flow through the pipeline. Therefore, the air tube is generally required that the valve that may damage the ventilation function must not be installed.
5. Does the maintenance check regularly according to SMS?
6. Does the maintenance of the sewage treatment device meet the requirements of the MARPOL associated IV?
The manufacturer should clearly stipulate the daily maintenance of the system of each sewage treatment device in the relevant operation and maintenance manual. All daily maintenance and maintenance should be recorded. The cabin crew should be familiar with the operation and cleaning of the sewage treatment device. Any failure or non -compliant situation (such as device damage or loss, etc.) shall be immediately reported to the ship flag country and issued a postponent notification letter.
7. Do you maintain basic software such as engine and generator control system software in accordance with the manufacturer's instructions?
Ship promotion and power monitoring and control are critical to ensure efficiency and safety. Many systems and parameters need to be considered, such as: fuel consumption, combustion temperature, engine temperature, diesel engine safety and start/stop, generator voltage and frequency control, so as KW and%are generator load, load control, torque, firewood promotion control, propeller monitoring and control, etc. The above content can be monitored and controlled by the digital control system of software operations. The software needs to be checked and updated according to the guidance of the manufacturer. Maintenance and update should be performed by qualified technicians. In addition, according to IMO's requirements for network security programs, specific network security control measures should be taken to protect the system from software destruction.
8. Did the crew on the boat take an inventory and inspection of the cargo system solid equipment?
In addition to the maintenance records of specific equipment/devices, the ship cargo system solid manual shall also include the appropriate list of fixing devices and inspection reports. Do not use the fixed device that does not belong to the ship itself, because they may not meet the requirements of the ship's cargo system solid manual. The defective fascination device should be repaired on the boat as much as possible. If it cannot be repaired, it should be scrapped. The shortage of the cargo system solid device shall be reported through the list and inspection report, and the application for the shortage of shortage should be submitted.
9. Is the ship maintained after inspection?
Ship managers should formulate an effective maintenance plan to meet the maintenance needs of the ship during the two inspection interval between the ships.
