Recently, the fourth batch of new specialized "little giants" enterprises in the Ministry of Industry and Information Technology was announced. On August 30, Liang Zhifeng, director of the SME Bureau of the Ministry of Industry and Information Technology, said that more than 4,300 enterprises announced the characteristics of innovation, high R & D investment, high professionalism, strong supporting capabilities, good growth, and great development potential.

On the same day, the Ministry of Industry and Information Technology held the third session of the "New Era Industrial and Information Development" series of press conferences. The theme was "Support the innovation and development of small and medium -sized enterprises to cultivate more specialized new enterprises."

Liang Zhifeng revealed that the fourth batch of special specialized new "little giants" enterprises has a total of 13,000 declarations. After preliminary audit of the provincial, municipal, and districts, the publicity has been completed, and there are some procedures for subsequent procedures.

According to reports, more than 4,300 enterprises announced in terms of scale, medium -sized enterprises accounted for 44%, and small and micro enterprises accounted for 56%. In terms of type, private enterprises account for 84%, state -owned enterprises account for 9%, and 7%of joint ventures and foreign -funded enterprises.

What are the characteristics of these companies? Liang Zhifeng analyzed from three aspects.

The first is strong innovation and high R & D investment. The average R & D funding of enterprises accounted for 10.4%of operating income, with an average of 16 I intellectual property rights and 14 invention patents.

The second is high degree of professionalism and strong supporting capabilities. Enterprises have been engaged in segmented fields for more than 3 years, of which more than 3,000 of them are more than 10 years.

The third is good growth and great development potential. In the past two years, the average annual operating income of enterprises has increased by more than 20%, and the growth trend is obvious.

How to cultivate more specialized new enterprises? Liang Zhifeng said that the Ministry of Industry and Information Technology improved the policy support system and issued the "Interim Measures for the Management of Gradient Cultivation of Small and Medium -sized Enterprises" to establish a gradient cultivation system for innovative SMEs, specialized new SMEs, and specialized new "small giants" enterprises. Specialized new enterprise evaluation, for the first time, has a national unified standard. In addition, the "List of Handling Practical Affairs for SMEs for Specialty" and "Several Measures to Enhance the Competitiveness of SMEs in SMEs" is issued to accurately and effectively support the high -quality development of small and medium -sized enterprises.

In terms of strengthening funding support, the Ministry of Industry and Information Technology and the Ministry of Finance through special funds for the development of SMEs have focused on supporting the new "small giant" enterprises in some countries to improve their innovation capabilities, and have accumulated more than 4 billion yuan in financial funds. In addition, the United People's Bank of China has set up 200 billion yuan of scientific and technological innovation and re -loan support tools to include special specialized SMEs into the scope of support. The National SME Development Fund has accumulated 276 new SMEs.

In terms of innovation and cultivation measures, the relevant departments organized and carried out the activities of recruiting college graduation students in small and medium -sized enterprises online, "Thousands of Schools and Thousand Enterprises" collaborative innovation partnership actions, large, medium -sized enterprises' integration and innovation, "working together, and" SME Service Month "" Small and medium -sized enterprises such as benefiting enterprises together.

At the level of optimizing the cultivation environment, the Ministry of Industry and Information Technology will incorporate special specialized enterprises into the third -party evaluation index system for the development environment of small and medium -sized enterprises, and guide places to focus on the size of enterprises to innovation. 36 provinces, autonomous regions, municipalities, and planned cities have arranged a total of over 4 billion yuan in local fiscal funds to support the development of new SMEs.
