The official resume shows that Li Fanrong was born in October 1963. He graduated from Jianghan Petroleum Institute (now Yangtze University) oil mining engineering. He later obtained a master's degree in business management at the Graphic University of Canada and a professor -level senior engineer. He has rich work experience in the petroleum and petrochemical industry. He used to be a member of the Party Group and Deputy Director of the National Energy Administration; the director, general manager, and deputy secretary of the party group of China Petroleum Natural Gas Group Co., Ltd., and the deputy chairman of China Petroleum and Natural Gas Co., Ltd. In April 2021, he served as a director, general manager, and deputy secretary of the party group of China Sinochem Holdings Co., Ltd. He is currently the director and general manager of China Sinochem Co., Ltd., chairman of Sinochem Energy Co., Ltd., chairman of Sinochem International (Holdings) Co., Ltd., and director of Sinoma Group Co., Ltd.

Ning Gaoning, chairman of China Sinochem Holding Co., Ltd. and the party secretary of the party group, was born in 1958. He was the chairman and party secretary of China Sinochem Group, the party secretary and chairman of the China Chemical Group. In 2021, he served as chairman and party secretary of China Sinochem Holding Co., Ltd..
