According to the relevant provisions of the "Hebei Science and Technology Planning Project" Unveiling List "Organization and Implementation Work Guidelines (Ji Ke Story [2022] No. 1), the first batch of" unveil the list "science and technology project list will be released in 2022 to the whole society Call the unveiling party. The specific items are notified as follows.

1. List setting

Based on the major needs of technological research and achievements in the early stage of the Hebei Science and Technology Department, the Hebei Provincial Department of Science and Technology focused on the needs of the major needs of the transformation of achievements and focused on the needs of enterprise innovation and key industrial development. It selected a number of "unveiled lists and handsome" science and technology projects, forming 15 lists (of which technical research category category category 10 lists and 5 results conversion lists), involving key needs in equipment, petrochemical, pharmaceutical, information intelligence, new energy, urban agriculture and other industries (see Annex 1, 2).

Second, unveiling conditions

The unveiling unit shall meet the following basic conditions. If there are specific requirements in the list, it must meet the relevant requirements of the list.

(1) Technical research project

The unveiling of the technical research project is a domestic and foreign universities, scientific research institutions or enterprises, etc. (cannot be the same unit or have an equity relationship with the demand party), and must have the following conditions at the same time:

1. Actively respond to the technical needs, propose the feasibility scheme of overcome key core technologies, and master independent intellectual property rights.

2. With relatively stable technical support teams and related experience, it can help technical needs to complete the implementation of the technical application.

3. With good social credit, there are no bad credit records or major illegal acts in the past 3 years.

(2) Achievement conversion project

The unveiling of the results transformation projects is a company with technical needs and application requirements in Hebei Province (the demand party with the results transformation cannot be the same unit or has a relationship with it), and the following conditions must be possessed:

1. Enterprises registered in Hebei Province with independent legal person qualifications have major technical results transformation needs.

2. With strong results transformation teams, they can propose feasible results transformation solutions.

3. The funds, venues, markets and other supporting conditions required for the transformation of results.

4. With good social credit, there are no bad credit records or major illegal acts in the past 3 years.

Third, unveil the list process

(1) Unveiling declaration. The intentional unveiling party shall combine the specific needs of the list of the list projects and their own ability, and actively contact the units to communicate with the needs of the demand unit to discuss the content of cooperation. By September 23, 2022, the unveil list and project implementation plan were reported through the Hebei Science and Technology Planning Project Comprehensive Service Platform (https://www.hebkjt.cn/). If multiple units cooperate to unveil the list, a unit shall be determined to lead the list of units to docking with the issuer. If the unveiling party has a cooperative unit, it must provide a cooperation agreement (stamped with the official seal of the cooperation units), and requires that the intellectual property rights of all parties are clear, the division of labor is clear, and the fund distribution is reasonable.

(2) Supply and demand docking. The demander of the list is carried out by the project. If the cooperation consensus will be reached, the specific content of the cooperation will be refined, the amount of the items will be clarified, the unveiling agreement will be formulated, and the implementation of the project shall be jointly agreed to be reported to the Provincial Department of Science and Technology.

(3) Approval items. The Provincial Department of Science and Technology organized experts to comprehensively evaluate the unveiling agreement of the project implementation plan and the supply and demand parties, and put forward proposals to support the list. If there is no objection, the demand party formally signed the unveiling agreement with the unveiling party.

Fourth, support policy

The subsidy object of the technical research project is the technical needs, and the subsidy object of the results transformation projects is the unveiling of the results transformation. According to the financial budget arrangements, the Provincial Department of Science and Technology will determine the subsidy quota of fiscal funds in accordance with comprehensive factors such as policy orientation, project type, project standards, and project expected goals. The unveiling of the demand party or results transformation project of the technical research project signed a task letter with the Provincial Department of Science and Technology, and the unveiling project was included in the management of the provincial science and technology plan of Hebei Province.

5. Relevant requirements

(1) The unveiling time was before September 23, 2022. If there are no units unveiled within the prescribed time limit, they will be included in the subsequent batch organization.

(2) Whether the supply and demand of the "Unveiling List" project cooperate with marketization. The content of the list and the method of cooperation is that the needs of the demand party combined with their own needs before the list of the list. If the changes occur during the docking negotiation process, the relevant changes will be reported to the Provincial Department of Science and Technology in a timely manner in the principle of seeking truth from facts.

(3) The demander and the unveiled list must be responsible for the authenticity, legality, and effectiveness of the declared materials, and resolutely prevent bad behaviors such as falsification and collocation control list. Qualification verification and scientific research integrity requirement throughout the unveiling list and project implementation process. At any stage, every stage of discovering violations of scientific research integrity will be dealt with seriously in accordance with regulations.

(4) The "unveiled list" project is not required by the provincial science and technology plan project. There is no registration time for the project application unit of the unveiled list, and there is no age, education and title requirements for the person in charge of the project. The unveiling unit can independently set up a project implementation team to determine the technical route independently.

(5) The demand party and the unveiling party shall stipulate that intellectual property ownership and income distribution in the unveiling agreement and task letter in accordance with relevant national laws and regulations to avoid disputes.

(6) The Provincial Department of Science and Technology will provide full -process services for the unveiling party and the demand party in terms of docking negotiation, information exchanges, and policy consultation.
