Enterprises that meet the following conditions can declare

Independent legal persons registered in the administrative area of ​​Shaanxi Province have the conditions and capabilities of the application project, good operation and financial conditions, and there are no illegal records in the past three years, and no safety, environmental protection, and quality have occurred in the past three years;

The project must meet the national industrial development policies, development planning and industry access conditions. The technology is advanced and the products have good market prospects and strong market competitiveness, which can produce significant economic and social benefits;

It must be constructed in the administrative area of ​​Shaanxi Province, and in order to start construction, the project funds are clear and the investment structure is reasonable. The project must be approved or filed in accordance with relevant regulations.
