Announcement on clarifying the transportation enterprise and its ship filing management related matters that define the transportation of water transport in territory

In order to further regulate the management of transportation enterprises and its ship filing management of water transportation and cargo in territory, the relevant matters are announced as follows:

I. Transportation companies and their ships shall apply to the customs in charge of the supervisor or the customs authorized by the customs to apply for the filing procedures.

2. Transportation companies applying for filing shall meet the following conditions:

(1) Receiving market entity registration that is consistent with the operation of the transportation enterprise;

(2) Domestic waterway transportation qualifications.

When applying for the filing of transportation enterprises, the application form (Annex 1) shall provide the customs to the customs transportation cargo transportation enterprise (Annex 1) to the customs.

3. Transportation companies that have handled the filing can apply for all or operating ships. When handling ship filing, the following documents should be provided with the customs:

(1) Application form for the filing of water transportation and cargo transportation ships in territory (Annex 2);

(2) Prove that the ship is all or related documents for the filing enterprise;

(3) Color photos of the ship (Requirements: 45 ° on the left side of the front; the full picture of the ship name and the ship can be clearly displayed).

The record ship that carries the cargo should meet the customs regulatory conditions and equip navigation positioning equipment.

4. If the transportation company and ship filing information change, the transportation enterprise shall apply for the filing to apply for the filing change procedures within one month from the date of information change.

V. The validity period of the filing of transportation companies is consistent with the validity period of the domestic water transport operation qualifications, and the validity period of its ship filing shall not exceed the validity period of the transportation company.

6. If there is one of the following circumstances, the customs can cancel the company and its ships in accordance with the law:

(1) The company's application for cancellation;

(2) Enterprises lose the qualifications of market entities or domestic waterway transportation operations;

(3) Other circumstances stipulated in laws and regulations should be canceled.

7. If domestic shipping companies intend to carry out the transportation business of domestic and foreign trade containers, or the coastal carrier business of international navigation ships, they shall refer to the regulations of transportation enterprises and their ship filing procedures with reference to this announcement.

Overseas shipping companies that have approved the launch of coastal businesses for the Ministry of Transport shall entrust domestic agents to handle the filing procedures for transportation companies and their ships with reference to this announcement.
