The fund was jointly sponsored by China Guoxin and Qingdao Guotou. It was registered and established on June 17, 2022. The first phase was 5 billion yuan. Its goal positioning is to serve and promote the comprehensive reform of state -owned and state -owned enterprises, focusing on the state -owned background advantage industrial enterprises within the area of ​​Qingdao City, focusing on Qingdao's "Five First -class Industrial Clusters" and "Three Emerging Industry Clusters", focusing on integrated circuits and new energy sources , Major strategic industries such as marine economy.

The fund is a sub -fund of the "Comprehensive Regional Reform Test Fund". In April 2021, the State -owned Assets Supervision and Administration Commission of the State Council approved the establishment of a comprehensive regional reform pilot fund group in China. The total scale is 70 billion yuan, and the first phase is 35 billion yuan.

Comprehensive reform of Qingdao Fund's executive affairs partners are Qingdao National Games Investment Co., Ltd., established on October 13, 2021, with a registered capital of 10 million yuan.
